The Washington State Multilingual Family Advisory Committee is a group of parents, students, families, and community members. The committee advises the Office of the Superintendent of Public Instruction (OSPI) about programs and services for multilingual students in Washington State.
Membership is open to:
- Parents or guardians of current or former Multilingual learners
- Current or former Multilingual Students
- Immigrant/Refugee/Migrant community members
- Native American community members
- Multilingual educators and multilingual local business owners
Meetings will be scheduled 3 times per year on Saturdays from 9:00 AM to 3:00 PM. OSPI will pay for travel expenses and meals for the meetings. Interpreters will be available.
Family members, students, and community members who are interested should complete this application by June 30. (Translated into 12 languages.)

Please remember the following important dates and resources for notifying families about WIDA results, exiting services, and continued eligibility. Letters and resources can be found on the Family Communication Templates webpage. See below and/or download this Notification Timeline for a reminder of what to send home and what to file:
JUNE (end of the school year):
- WIDA ACCESS Score Reports (49 languages available in WIDA AMS) – A copy in English must also be kept in the student’s cumulative folder.
- Either Score Report Letter (for continuing students) OR Notification of Proficiency/Transition from ELD Services (for exiting students) –For students transitioning, a copy of the notification letter in English must also be kept in the student’s folder.
SEPTEMBER (within 30 days of start of school):
- Notification of Placement (for new students)
- Notification of Continued Eligibility (for continuing or in-state transfer students)
- Notification of Continued Eligibility (for students who take the Alt. ACCESS)
For Notification of Placement or Continued Eligibility letters, you will need to include the 4 and 5-year graduation rates for MLs and the average years in program. Please see this spreadsheet for district-level data or use the state-level data (in green) if your data is suppressed due to low numbers of MLs.

TBIP Grant now open in EGMS!
Grants in EGMS this year include CGA (includes Title III), Title III Consortium, and TBIP. The TBIP grant application (Form Package 219) for 2023-24 is now open in EGMS and is due August 1.

This year’s Grant Webinar focused on how to create and submit a successful TBIP and Title III Grant application in EGMS. We also touched on how to evaluate the program and plan for improvements.

Professional Development Report Now Open!
The Professional Development Report (FP 972) is now open in iGrants and is due by 5:00 pm on June 30, 2023. FP 972 must be completed and submitted before submitting TBIP and/or Title III grants in EGMS. Due to a glitch within iGrants, the form will not pre-populate with entries from the 22 – 23 TBIP application.

Join the Multilingual Teacher Leader Cohort!
The Washington State Multilingual Teacher Leader Cohort is a collaborative group designed to support teacher-leaders who are working with teacher teams to implement the WIDA ELD Standards Framework. Applicants should be in positions in which they regularly work with general education teacher teams and have dedicated time available to support them in planning content-based units to integrate content. language, and literacy for multilingual learners.
Participants will be able to earn up to 18 free clock hours by attending:
- One WIDA Webinar the week of August 7-11
- One-day, in-person workshop with WIDA, August 15 or 17 (OSPI does not pay for travel)
- Monthly PLC meetings

The Zoom at Noon: Lunch with Leslie
Lunch with Leslie is an opportunity on Mondays at noon for districts to hear updates from the OSPI Assessment Team, ask questions about WIDA assessments, or find out how other districts are approaching testing processes.

Seal of Biliteracy Rules Revision Stakeholder Groups
During the summer of 2023, the Seal of Biliteracy (WAC 392-420-350) will undergo a rules revision with the goal of recognizing students who achieve a higher level of proficiency as well as expanding the options for students to show proficiency.
OSPI is looking to fill stakeholder groups to give feedback based on different perspectives of language education. These groups include, but are not limited to:
- MS/HS World Language Education
- MS/HS Dual/Heritage Language or Bilingual Education
- MS/HS/District Administration (Department Head, Subject Area Coordinator, Director, TOSA, etc.)
- Special Education
- American Sign Language
- Less Commonly Taught/Tested Languages
- Career and Technical Education (CTE)
- Assessment/Reporting
- Alternative Learning Experiences/Options
- Other
Please fill out the Seal of Biliteracy Rules Revision - Special Group Member Interest Survey. Those interested must provide proof of experience or credentials. Selected participants will be notified after the survey closes on July 1, 2023.

Designed for K-12 teachers to meet the needs of today’s students, our online ELL academy provides coursework and classroom experience to prepare teachers to achieve their ELL endorsement.

Gonzaga University Certificate in English Language Learning
This program is designed for educators in all subjects. In-person attendance is required for the Summer 2023 program and is encouraged, but not required, for all other synchronous classes.

Cost: $7,900/per person if 4 or more individuals are enrolled from one district; otherwise, the cost is $8,900 per person
