Re: State Funding for Truancy Supports
Summary: The Operating Budget Appropriations Act (Engrossed Substitute Senate Bill 5693, Laws of 2022) contains an appropriation of $1,399,000 for 2022–23 for school districts to support youth who are truant under chapter 28A.225 RCW or at risk of becoming truant, and for costs associated with filing or serving petitions under RCW 28A.225.030. This communication provides information on changes to the purpose of this funding.
House Bill 1658 authorizes high school students aged 16 and over to earn up to two elective credits through paid work experience if specified requirements are met.

To establish a more customizable option for students, the legislature has approved an additional Graduation Pathway option. Please work with your local district regarding this pathway option for students.
Senate Bill 5243: Concerns high school and beyond planning. It aims to strengthen expectations and clarifies process for high school and beyond planning. It initiates the transition to and adoption of a single common online platform for the high school and beyond plan and takes effect July 23, 2023. All districts will be required to transition to the single platform within two years of adoption.
House Bill 1316 expands access to dual credit programs and raises the student FTE limit for Running Start from 1.2 to 1.4, effective with the 2023-24 school year. Additionally, the bill instructs OSPI to adopt rules to fund eligible students' enrollment in the summer quarter for a maximum of 10 postsecondary credits, broadens eligibility for fee waivers, and requires reporting on Running Start enrollment.
