What Does the New Highly Capable (HiCap) Universal Screening Legislation Mean for You?
Evidence-Supported Practices and Practical Strategies
The Legislature has passed and Governor Inslee signed SSB 5072. Starting in school year 2023–24, Washington state school districts will be required to universally screen all students in two elementary grades for HiCap services. This will occur once in grades K–2 and once in the later elementary grades (typically 5 or 6). Districts will determine which grade levels within these bands.
This webinar will address why universal screening is important for equitable outcomes, research about universal screening strategies, and how you can put these strategies to work in your school district. Then we will hear how districts are successfully implementing universal screening in their schools and discuss what leaders need to consider when initiating universal screening, including expected outcomes and criteria for selecting appropriate screeners. Join an esteemed panel of educators and researchers within and outside the state of Washington as they respond to this new initiative. An update from OSPI and timelines for accessing OSPI guidelines will be shared. Time will be allotted for questions.

This webinar is jointly led by The Whitworth University Center for Gifted Education and Equitable Instruction, Washington Association of Educators of Talented and Gifted (WAETAG), The Washington Coalition for Gifted Education, and The University of Washington (UW). It is designed for teachers and administrators in charge of identification procedures for HiCap learners.
