Bulletin 011-23 was published on March 29 to clarify the use of Transitional Bilingual Instruction Program (TBIP) funds to support multilingual English learners and to address limitations on these funds with regard to supplementing versus supplanting Basic Education funding. OSPI also reminds school districts that providing services for multilingual English learners is a basic civil rights obligation regardless of whether or not a district receives additional funding through TBIP to support these services (RCW 28A.50.220).
This bulletin was sent to Educational Service District Superintendents, School District Superintendents, School District Business Managers, School District Federal and State Program Managers, and School District Principals. The Private School Participation in Federal Programs application in the Education Data System is open. Approved, non-profit private schools must complete their intent to participate in federal programs, including Title III, by April 17 for the 2023–2024 school year. Access the (EDS) Log-In Instructions for help logging in to the system.

Post Administration Survey
OSPI has developed a survey to get feedback on the testing experience this year and set future priorities for ELP assessment administration in the future. The survey is open to anyone involved in WIDA testing this spring. Please share the link below with your staff and encourage them to participate before April 9. The survey will take most people between 5 and 15 minutes.
Please note, this survey is for the purpose of reflecting on OSPI's priorities in supporting WIDA testing. Districts will receive an invitation to participate in another survey about ELP assessments for a grant that Washington is participating in. Please participate in both surveys if invited.

The Zoom at Noon: Lunch with Leslie

Arts Integration Grant Opportunity for P-3!
ArtsWA’s Creative Start Project Grant is open to non-profit organizations, public schools, ESDs, and tribal, state, or municipal agencies working with PreK-grade 3 students. This grant supports projects that engage preschool to 3rd grade students in arts integrated learning. Grants range from $5,000 to $20,000.

This program is designed for educators in all subjects. In-person attendance is required for the Summer 2023 program and is encouraged, but not required, for all other synchronous classes.

WABE 2023 Annual Conference: The Power of Collaboration
The WABE Annual Conference will feature 3 amazing keynote speakers: Dr. Andrea Honigsfeld, Educator, Author, and Consultant on Co-Planning and Co-Teaching, Dr. Sharroky Hollie from the Center for Culturally Responsive Teaching and Learning, and 2021 National Teacher of the Year, Juliana Urtubey. WIDA Annual Conference 2023

The WIDA Annual Conference is the premier event for educators of Pre-K through grade 12 multilingual learners, giving educators from around the globe the opportunity to share best practices and discover innovative classroom strategies.
