WIDA Contrasting Groups Study Deadline Extension
UPDATE! The deadline to upload WIDA Contrasting Groups Study spreadsheets is being extended by one week to Monday, February 6th. Please continue to collect data, and while the test window will be open during this weeklong extension, please remind participating teachers that their determinations for the study should be made without influence from their students about how those students feel they performed on the test. OSPI staff will continue to help strategize with districts around collecting as much data as possible during upcoming information sessions, and OSPI’s Assessment Analysts team (assessmentanalysts@k12.wa.us) will continue to provide technical assistance with file uploads until data collection closes.
The Contrasting Groups Study will help evaluate the proficiency cut scores used on the WIDA ACCESS in Washington. This study will ask teachers to make their best-faith determination as to whether multilingual/English learners continue to meet our state’s definition of an English learner.
We appreciate your support with this very important and time-sensitive data collection.

On Thursday, February 2, our Information Session will focus on grant funding for ELL and Bilingual endorsements, our upcoming statewide Listening Tour, and updates on the Contrasting Groups Study, WIDA ACCESS, and Dual Language House Bill 1228.

ERDC has published a report looking at long term outcomes for multilingual learners in Washington. Key findings from this report include:
- Multilingual learners are more often students of color and have more overlapping participation or eligibility in other K-12 programs (Migrant education, Free-and Reduced-Price Meals, McKinney-Vento, Special Education) than all students statewide.
- Students who successfully transition out of Washington’s Transitional Bilingual Instruction Program tend to have postsecondary and employment outcomes that are similar to or slightly better than the statewide average.
- Overall, multilingual learners enroll in postsecondary programs and complete degrees and certificates at lower rates than all students statewide.

WIDA ACCESS Updates
NEW! The ELP Assessment team has consolidated all WIDA assessment guidance into one document. Please refer to the Washington 2022-2023 WIDA Assessment Guidance document to answer all of your WIDA Assessment questions.
ACCESS Test Administrator Essentials: This resource contains tips to help students and test administrators prepare for ACCESS testing and provides critical information to have at your fingertips on test day. It condenses information from the Test Administrator Manual, but is less detailed and does not replace it. Testing window opens January 30.
WIDA ACCESS Testing Notification Letter: This editable letter, available on our Family Communications Template webpage in 40 languages, can be used to notify parents and guardians of ACCESS for ELLs test administration dates and to briefly explain what the ACCESS for ELLs assessment is and how it is used. Districts and schools should add their own letterhead, dates, and contact information. Districts can use the Title III American Indian/Alaska Native Testing Notification Letter to inform families of AI/AN students about ACCESS testing.
New Student Cut Off Date: Students who are newly enrolling in Washington schools this spring on or before February 24 are required to take both the screener and the annual WIDA ACCESS assessment if they are eligible for ELD services. For students who are enrolling after February 24 the screener must be completed within 10 days, and the district can determine if the annual ACCESS test can be reasonably administered in the limited time available.
OSPI-developed ACCESS Training: If test administrators have completed screener training for fall 2022 testing or ACCESS training for spring 2022 testing, then they can complete the OSPI-developed training instead of the WIDA Secure Portal training. TAs need to complete one training in its entirety. That is, TAs cannot complete the video from the OSPI training and the quiz on the secure portal or vice versa. DACs have an enrollment link to the OSPI course and can decide who is eligible for the shorter training.
For those who complete the OSPI training, a list of trained TAs will be available in WAMS and updated every few days through February. The list can be found under TA Lists on the Pre-ID tab.
Additional Materials: If the materials your district received are insufficient for your testing needs, you can order additional materials through WIDA AMS beginning on January 18. Only DACs can order additional materials, and additional materials can only be ordered using the “District-level Additional Orders Only” option under the “schools” dropdown. All additional orders must be approved by OSPI and we cannot approve orders that are made for specific schools, only those made for the “District-level Additional Orders Only” option. OSPI is requesting that districts place only one order of additional materials for the test window instead of multiple smaller order.

NASDME is very happy to announce the 2023 Al Wright Migrant Scholarship application process is now open!
Please find the 2023 Application Materials here. They will also be available shortly on the NASDME website and at the National Migrant Education Conference tab on the website.
The applications must be received at the DC address on or before Wednesday, March 15, 2023. Applications received after that date will unfortunately not be considered. Please remember that regular postal delivery is currently very undependable. Please plan accordingly.
Students receiving the 2023 Scholarship will be honored at the 2023 National Migrant Education Conference in Albuquerque, New Mexico.
