Kylie Massey - Elementary School Counseling
Hello School Counselors and school counseling advocates! My name is Kylie Massey and I am thrilled to be your new Elementary School Counseling Program Supervisor. I am an elementary counselor to my core, and come to OSPI with both building and district level experience, most recently spent in the Issaquah School District.
I am a born and raised east-sider. I live in North Bend with my husband and two beautiful children. I am passionate about SB5030 and the positive effects it can have on school counselors' capacity, and thus their ability to best serve students. I also know it brings with it some major growing pains and as many questions as answers. I am here to support you on this implementation journey.
Please reach out to me with any questions or concerns! kylie.massey@k12.wa.us

Maria Muto - Secondary School Counseling
I am joining OSPI directly from a school-based counseling position with 7 years of working as a School Counselor, and 17 years of direct and indirect work with youth in Washington State. I recognize that School Counselors juggle many tasks integral to student success. I come to OSPI with the understanding that strong advocacy for School Counselors is directly tied to our students’ social and emotional well-being, academic engagement, post-secondary planning, attendance, and so much more. I am looking forward to continuing to support the 5030 work that has already been initiated across the state to structure formalized connections to the ASCA framework.
Before joining OSPI, I worked in a variety of school settings as a high school counselor in Highline Public Schools, Renton School District, and multiple virtual academies. While I have spent most of my school counseling career at the high school level, my heart is also in middle schools where I completed an AmeriCorps term and my counseling internship.
I was born, raised, and still live in the Skyway area of South Seattle with my husband of 11 years. I am the sometimes-over-tired mom of two energetic boys, ages 6 and 1, who bring an abundance of joy and adventure to my life. In my limited free time after the kids are in bed, I enjoy dabbling in digital art, hand lettering, sending funny memes (it’s my love language), and spending time with my extended family.
My official start date is January 9th; please reach out to me if I can support in any way! maria.muto@k12.wa.us

Nikki York - School Social Work
My name is Nikki York. I’m the Social Work and Behavioral Health Program Supervisor at OSPI. I’m a social worker with over seven years of professional experience including program implementation, youth and family therapy, and policy creation and implementation. I believe that policy and implementation are some of the most powerful tools to undo the legacy of systemic racism and break down barriers to accessing high-quality education for all students. My commitment to student voice and equity earned Seattle School Board recognition and acknowledgement in 2020.
In my personal time, I like attend comic cons and give talks on the impact of pop culture on society (specifically mental health) with my friends. I’m excited to be in my new role with OSPI and look forward to supporting students and families.
I am excited to be here at OSPI and look forward to connecting with and supporting our School Social Worker and other behavioral health staff! Please reach out to me with any questions or support needs you may have. nikki.york@k12.wa.us

OSPI has been getting questions about how/where to find an evidence-based SEL curriculum. Check out the CASEL Program Guide. It's a simple tool that helps educators and administrators select an evidence-based program that best aligns with their district and community needs.
OSPI is also sponsoring a SEL Curriculum Grant for eligible districts to apply for up to $30,000 in funding to purchase available SEL curriculum. On January 17th, OSPI will release a walk-through PowerPoint slide deck to support districts with completing the iGrant application. Additional information can be found on OSPIs SEL webpage ~ scroll all the way down to the bottom!
