Counting available FTE apportionment
In order to claim students for apportionment in July and/or August, the student must have had one or more months where they were not claimed for apportionment at any public school, charter school, or ALE; were not enrolled in a private school; and did not have a declaration for home-based instruction on file.
Example:
NOTE: In order to claim a student for summer apportionment, the standard requirements also apply:
- Two hours of face-to-face contact during the prior calendar month;
- Weekly status checks for each week of 3+ days during the prior calendar month;
- Any applicable IAPs.
The CR102 and language have been officially filed and the hearing date for the proposed WAC revisions for the Open Doors face-to-face requirements is set for June 22 at 10am via Zoom.
If approved, this will become a permanent rule, and will go into effect September 1, 2022.

Open Doors 1418 programs should consider partnering with the Out of School Youth (OSY) programs and their coordinators. OSY serves migrant-eligible youth, between the age of 16-21, who are not currently enrolled, have not yet graduated from high school, or have not received a high school equivalency diploma.
This may include youth who:
- fit the profile of "Here-to-Work”;
- have dropped out of school and have not received a GED;
- have never enrolled in a K-12 educational system;
- are working on a GED outside of a K-12 school.

Please check the expiration date on your Scope(s) of Work and Letters of Intent. Many are set to expire at the end of August.
The month of May is a great time to reach out to your program partners and obtain signatures for continuing programs or updated programs. Before routing a renewal for signature, please ensure you are using the most current version. OSPI is continuously updating the Letter of Intent and Scope of Work documents.

Details: New federal and state investments have been made to provide access to Running Start funds for the 2022 summer quarter, this is also available to Open Doors students who have been previously or are currently also enrolled in Running Start.
For Summer 2022, eligible students may be funded to earn up to 15 college credits through Running Start at community and technical colleges during the summer quarter.
Eligible Students:
- Class of 2022 graduates within 15 credits of an associate's degree may take only the courses needed to complete an associate's degree.
- Ungraduated Class of 2022 seniors and Class of 2023 students as well as Class of 2019 to 2024 students enrolled in an Open Doors program who have been enrolled in Running Start previously and met maximum enrollment limitations can take up to 15 credits toward high school diploma and/or associate degree.
- Rising juniors and seniors can take up to 15 credits toward a high school diploma, certificate, or associate degree at a college that is participating in the grant program (no previous Running Start participation is required).

We are currently waiting for confirmation of funding, which is dependent upon the USDOE response to OSPI’s Elementary and Secondary Education Act (ESSA) Addendum. This will determine when and how schools will be identified for the next cycle of the Washington School Improvement Framework (WSIF).
The addendum, as submitted, proposes that initial funding amounts will remain the same as 2021-22, and that next year will be a 5th extended year of the first 3-year WSIF identification cycle. We will share that information as soon as it is available.
Assuming we receive approval, the earliest we can anticipate opening SY 2022-23 applications is early June. For more information about OSSI iGrants, contact Mary Adams.
Some students face challenges with substance use. Research-based information helps us to support students who are wanting to make progress in academic and career skills and who may be impacted by their substance use. Theory of Action input (available to Open Doors staff only)
A Theory of Action is a tool that helps us refine and align our program’s youth reengagement efforts and it will be used statewide. OSPI is seeking staff input to help us finalize our program’s Theory of Action concept. Case Managers and Instructors - we hope that you can join us. This special Open Doors session is facilitated by the renowned staff at Education Northwest and hosted by OSPI. This work is part of the Community Partnership for Reengagement Initiative to examine Open Doors 1418 Youth Reengagement.
