Title I, Part A Carryover Application Opening Soon
The Title I, Part A Carryover application, iGrants Form Package (FP) 200 will be opening soon with a revised due date of March 1, 2022. When the FP is launched, an email notification will be sent through iGrants.
After submitting FP 200, LEAs with Title I, Part A carryover funds must complete a budget revision in FP 201. LEA completion of FP 200 and FP 201 will allow OSPI to reallocate any unclaimed funds to other LEAs in a timely manner.

2020–21 Title IV, Part A Carryover Now in iGrants
Please go into the current FP 211 to create a budget revision and add carryover. If you transferred your Title IV, Part A into Title I, Part A via FP 821 in 2020–21, the funds still remain available for Title I, Part A purposes.

Limited Scope Rollout: Education Grants Management System (EGMS) Pilot
In May 2022, we will begin using the EGMS for the ESEA Consolidated Grant Application (CGA) as a pilot for the 2022–23 grant cycle. The ESEA CGA is a requirement of the US Department of Education and will include seven federal Title programs including:
- Title I, Part A
- Title I, Part C
- Title I, Part D
- Title II, Part A
- Title III, Part A
- Title IV, Part A
- Title V, Part B (subparts 1 and 2).
We will continue to use the existing iGrants system through the 2022–23 school year, including the awarding and claiming of all three rounds of Elementary and Secondary School Emergency Relief (ESSER) funds. Our plan is to begin using the new EGMS in the spring of 2023 for all Grant awards and claiming for the 2023–24 school year. This means that for fiscal year 2022–23 we will be using two systems. The ESEA CGA in EGMS and all other state and federal grants through iGrants.
For the first phase, we will be reaching out to all CGA district users and partners as part of the 2022 Spring launch to provide training, system access, and support.
We will begin this training in April 2022 and continue through the summer as we begin to use the new system.

Private School Participation in ESEA Federal Program Equitable Services Technical Assistance Webinar
OSPI’s Federal Program Equitable Services Ombudsmen will be hosting an informational webinar for school district AND private school personnel. The webinar focuses on the requirements and responsibilities for school districts and private schools for participation in federal program equitable services and required procedures for submitting the intent to participate in federal programs application for the 2022–23 school year.

Parent and Family Engagement (PFE)
Finley School District—Reset Families, PBIS and Social Emotional Learning Approach
Read how Finley School District uses Reset Families to break generational patterns of coercive family interactions and replaces these with positive social and emotional learning strategies. Parents and families receive instruction on creating a shared family vision, strengthening family connections, setting clear expectations, helping kids manage their own behavior, using restorative practices effectively, using consequences as teaching tools, and building relationships. Materials are available in both English and Spanish, please contact Finley SD for more information on how to access these documents.
Share Your Story is provided by the Title I, Part A and LAP department at the Office of Superintendent of Public Instruction (OSPI) to gather descriptive information from K–12 schools on specific PFE strategies, e.g., larger LEA-wide initiatives or smaller projects involving one or more classrooms, that have helped to increase student academic outcomes.

2021–2022 ESEA Distinguished Schools Named
Each year the National ESEA Distinguished Schools Program publicly recognizes qualifying federally-funded schools for the outstanding academic achievements of their students. It highlights the efforts of schools across the country making significant improvements. The program has been in place since 1996, showcasing the success of hundreds of schools.
Two Washington Schools were selected as National ESEA Distinguished Schools and will be recognized at the National ESEA Conference.

U.S. Department of Education Solicits Public Comments on the Project Prevent Grant Program
The Department issued notice of proposed priorities to direct funds toward local educational agencies to implement community- and school-based strategies to help prevent and mitigate gun crime and other forms of community violence.
As part of the Biden-Harris Administration’s efforts to prevent and reduce gun crime and other forms of community violence, today the U.S. Department of Education released the Notice of Proposed Priorities, definition, and requirements for its Project Prevent discretionary grant program and launched the 30-day public comment period.
The notice was published on the Federal Register and includes information and directions to submit comments about these priorities, the definition, and requirement. An unofficial version of the notice is available on the OESE website.

Legislation passed in 2021 directs OSPI to convene a K–12 Basic Education Compensation Advisory Committee to develop recommendations to the Governor and the legislature that supports recruiting and retaining a multicultural and multilingual educator workforce.
The K–12 Basic Education Compensation Advisory Committee is seeking proposals to consider as part of their work to advise the Superintendent of Public Instruction, the Governor, and the legislature.
The focus of proposals should address how compensation could be structured, and what could be put in place to attract and retain a highly qualified, multilingual, and multicultural workforce.
All proposals that address this topic, and specifically those related to the recommendations required for the Committee will be considered. Where proposals and thoughts are submitted that may require additional explanation or discussion, the Committee will invite stakeholders to provide a presentation on the proposal or idea.
The Committee is seeking proposals through the end of April 2022.

CEDARS Code Change
In the upcoming winter update to CEDARS (v14.2), you may notice a change to Code 73–LAP Community Partnerships. This update is intended to align CEDARS codes with LAP legislative changes. In 2021, HB 1208 added specific reporting requirements for LAP-funded community partnerships, including: (1) percentage of LAP funds spent on community partnerships, (2) headcount of LAP-served students who receive support through community partnerships, and (3) types of supports and services LAP-served students receive from these community partners. Code 73–LAP Community Partnerships is now only a valid value for Programs File (I) reporting and has been deactivated from Student Growth File (Q) to align with the expectations of the law.

Check Your LAP Data
As a reminder, all LAP reporting requirements remain in place for 2021–22. Now is a great time to check that your current LAP enrollment data is submitting correctly to CEDARS. You can do this by following these instructions from our data analyst, Lisa Ireland. If you notice that your data is showing inaccurately in CEDARS, please reach out to your CEDARS District contact.

To provide additional support and an opportunity to connect with OSPI, if you are participating in a CPR in 2021–22, you are invited to attend one or more of the following CPR Office Hours. CPR Team Leads will be present, along with other available staff, to answer questions about the CPR process, individual program items, or best practices.
