OSPI received funding from the Legislature (ESSB 5092 Sec. 522(9)) and the Elementary and Secondary School Emergency Relief (ESSER) funds (ESSB 5092 Sec. 522(33)(h)) to offer two dual language grant programs. The state-funded grant program is for the 2021-22 fiscal year (July 1, 2021 – June 30, 2022) and the ESSER-funded grant program extends over the 2021-23 fiscal years (July 1, 2021 – June 30, 2023). The purpose of these grant programs is to provide seed funds to build capacity for effective, sustainable P-12 Tribal, heritage, and dual language programs. Grant opportunities:

State-Tribal Education Compact schools, school districts, and public charter schools are invited to apply for both grant programs. Applications for the 1-year and 2-year grants are identical. Submit your grant application(s) through EDS iGrants.

Applicants will be notified of award status and grantees will be funded in mid-September.

Possible Uses of Grant Funds
Funds can be used for a variety of key start-up and capacity building costs such as:
- planning the language program and developing a P–12 master plan,
- professional learning for educators and administrators supporting the language program,
- bilingual educator development and recruitment,
- procurement or development of curricula in the partner language,
- stipends for Elders to preserve and share Tribal languages with educators, and
- contracting with the Tribal language program to provide certified language and culture instructors.

The Bilingual Education team will share information during the first half hour on the WIDA Screener & professional learning opportunities with Q & A and check-in time for the second half hour.

We are sending out this information to clarify how the WIDA screener results should be reported to CEDARS. The CEDARS Reporting Guidance will be updated with this information in October.
A Scale Score on the screener (placement test) is required for CEDARS reporting. For the WIDA screener, domain scores should be used for the Scale Score in CEDARS reporting
Each of the four domains receives a score between 1 and 6. Report these domain scores as the “scale score” into your SIS in this order: Listening, Reading, Speaking, Writing. Here is an example:
A student scores the following:
- Listening = 3
- Reading = 1
- Speaking = 2
- Writing = 1
Scale Score for CEDARS reporting = 3121
