Sponsors that are eligible to receive funds through the United States Department of Agriculture (USDA) Emergency Operational Costs (EOC) Reimbursement Program will be notified this week of their eligibility. An email is being sent to sponsor’s listed contact in WINS that submits claims.

Expansions to P-EBT!
Effective June 2021, USDA Food and Nutrition Service approved Washington state’s plans to expand P-EBT benefits through the summer and now include children under age 6.
Families may have questions about the differences between the P-EBT Summer Extension and benefits for children under 6. We recommend to direct families to the DSHS P-EBT webpage for details about the program and eligibility, including:

Monthly claims are due by the 15th of each month following the claim period. All claims entered in WINS and in OK to Pay status will process for payment at the end of the month.
General Claiming Reminders

FSMC & Vended Sponsors – Correct your SFSP Average Daily Attendance (ADA) Before Claiming
- Meals claimed in excess of the CAP count for a site will result in a claim error. SFSP sponsors must make Average Daily Attendance (ADA) revisions prior to submitting monthly claims. Specialists must approve revisions before claims can process for payment.
- Revised ADA's will not be approved for claims that go into error status due to meals claimed over the approved CAP.
- Compare the Average Number of Meals to the approved CAP. If the Average exceeds the CAP, increase the ADA in your site calendar and email your Program Specialist.
- Here is a quick equation to determine whether the ADA should be revised: Total Meals Served / Number of Operating Days = Average Number of Meals per day.

Working with a Food Service Management Company (FSMC) or Vendor? FSMCs and Vended Sponsors cannot be reimbursed for any meals above the 120% of the ADA. Update the ADA prior to submitting the claim for the excess meals to be reimbursed.
- Monthly claim data must be in "OK to Pay" status by 5:00 pm PT on the 15th.
- Didn't submit your claim by the 15th? That's okay! Submit your monthly claim by the 60-day deadline.
- Errors must be resolved for claims to be paid. WINS has multiple edit checks to help resolve issues before your claim is submitted.
- Pro-Tip: Always select “Preview Errors” at the bottom of each site claim once information is entered.

Annual maintenance prepares new year eligibility information for school year 2021–22 and moves prior year eligibility information to the Reports section.

In School Year 21–22, Local Education Agencies (LEAs) have the option to operate the National School Lunch Program (NSLP) or the Seamless Summer Option (SSO). With the return to in-person instruction and the anticipated end of the public health emergency, Child Nutrition Services will resume conducting administrative reviews (ARs) for LEAs operating the NSLP/ SBP and SSO in school year 21-22. The U.S. Department of Agriculture (USDA) recently released guidance allowing SSO reviews to count towards the state NSLP Administrative Review Cycle.
In a regular school year, a combined administrative review (AR) and procurement review (PR) notification letter would have been e-mailed to LEAs selected for review in the upcoming school year by June 30. The SY 21–22 e-mail notification letters are delayed as we adjust our processes to meet new USDA guidance.
For SY 21–22, the administrative and procurement review will be conducted separately. Local Education Agencies will receive two e-mail notification letters, one for the administrative review and one for the procurement review.
Notification letters will be sent to sponsors selected for review by Monday, August 2, 2021.
Who will be selected for an Administrative Review?
If a LEA was scheduled for a review in SY 19–20 or SY 20–21, but the AR was not conducted due to the public health emergency, anticipate being selected for an AR in SY 21–22. Preliminary materials will be due September 30, 2021 and must be received prior to approval of your renewal application.
Who will be selected for a Procurement Review?
If your procurement review was postponed in SY 20–21, anticipate a PR will be conducted in SY 21–22. The PR will be conducted off-site and the year of review is school year 20–21. For those selected for a PR, preliminary materials will be due September 30, 2021 and must be received prior to approval of your renewal application.

The U.S. Department of Agriculture (USDA) published a Federal Register Notice, Identifying Barriers in USDA Programs and Services; Advancing Racial Justice and Equity and Support for Underserved Communities at USDA.
USDA seeks to identify opportunities in current USDA policies, regulations, and guidance to address systemic inequities. The 30-day Notice will be available for public input until July 15, 2021.
Submit your comments regarding:
- How USDA can advance racial justice and equity for underserved communities
- How people of color and underserved communities and individuals may face in obtaining information from USDA.
- This includes accessing, enrolling, and participating in USDA programs and services, and engaging with USDA staff.
- How to best engage external stakeholders and community members representing marginalized, vulnerable, or underserved communities in order to increase participation in USDA programs, services, committees and decision-making processes.
In the months ahead, USDA will establish a Racial Equity Commission. The Racial Equity Commission will focus specifically on addressing systemic impediments to equity in USDA programs. USDA is asking for comments on any and all interactions with USDA programs. All comments will be aggregated, summarized, and shared with USDA Leadership and the Racial Equity Commission.

The annual Value of Commodities Shipped report summarizes the total value of USDA Foods shipped to your district during the school year for the National School Lunch Program. The report for School Year 2020-21 is now available.
Instructions on how to generate and print the report are available on the Food Distribution webpage.
Please print a copy of the report for your business manager or fiscal officer.
The following information is provided in the Value of Commodities Shipped report:
COMMODITY: Each commodity is listed as either bonus or entitlement.
- 10000 codes: USDA direct items
- W-Code: State processed USDA items
- D001 code: Department of Defense (DoD) Fresh Fruit and Vegetable Program Fresh funds (if applicable)
- 100532 code: Unprocessed Fruit and Vegetable Pilot funds (if applicable)
UNITS SHIPPED: The cumulative number of units that were shipped to your district during the 2020-21 school year.
SFSP REPORT: If you participated in the Summer Food Service Program (SFSP), you will need to log into CNP using your SFSP username and password to access your summer usage. Then continue with the instructions above.
USDA VALUE: The cumulative values using weighted cost averaging of all shipments received as shown on each Local Education Agency (LEAs) Order Form.
The total value (sum of total entitlement value and total bonus value) may be used as the amount of revenues for account 6998 commodities on the district’s annual financial statement (Form F-196).
The value may also be used for:
- Catalog of Federal Domestic Assistance (CFDA) 10.555 National School Lunch Program.
- Schedule of Expenditures of Federal Awards (SEFA).
