Families may continue to submit free and reduced-price (F/R) meal applications. Here are some important details regarding SY 20–21 P-EBT and Summer P-EBT benefits:
- If a meal application is received prior to the district’s last operating day, the student is eligible for SY 20–21 benefits back to the beginning of the school year and for Summer P-EBT benefits.
- If a meal application is received after the district’s last operating day, the student is only eligible for Summer P-EBT benefits.

The U.S. Department of Agriculture (USDA) released SP 15-2021, CACFP 13-2021, SFSP 08-2021:Questions and Answers for Child Nutrition Program Operations in School Year 2021-2022.
This memo includes questions and answers intended to provide clarification to Program operators as they operate Child Nutrition Programs during school year (SY) 2021-2022. This guidance includes clarifying questions and answers for State agencies and Program operators as they operate the NSLP, SBP, SSO, and CACFP during school year (SY) 2021-2022. There are many details on operating the Seamless Summer Option (SSO) and how this program contrasts with the Summer Food Service Program (SFSP).

The U.S. Department of Agriculture (USDA) released COVID–19: Child Nutrition Response #98- Nationwide Waiver of Local School Wellness Policy Triennial Assessments in the National School Lunch and School Breakfast Programs.
This memo extends the deadline by which Local Education Agencies (LEAs) must complete a triennial assessment of their local school wellness policy.
LEAs that were previously required to conduct a triennial assessment by June 30, 2021, are allowed to complete this by June 30, 2022.
If your district is interested in this new deadline, you must email your program specialist by June 30, 2021.
The United States Department of Agriculture (USDA) is offering additional reimbursement to sponsors of the National School Lunch Program (NSLP) and Child and Adult Care Food Program (CACFP) for emergency operating costs incurred during the COVID-19 public health emergency.
Payments for currently operating sponsors will be made prior to September 30, 2021.
The purpose of this reimbursement is to:
- Provide additional funding to sponsors of Child Nutrition Programs (CNP) whose
revenues declined or were temporarily interrupted due to restrictions and closures during the early months of the COVID-19 pandemic.
- Help CNP sponsors rebuild and continue to serve their community.

The Washington State legislature appropriated 7.2 million in funds to support Child Nutrition Programs in WA during 2020-21. These funds continue to support breakfast assistance and the elimination of reduced-price co-pays for sponsors operating the National School Lunch Program (NSLP) and School Breakfast Program (SBP).
Districts operating the Summer Food Service Program (SFSP) or the Seamless Summer Option (SSO) are not receiving these funds. To support meal access and distribution, OSPI CNS will distribute the second round of funds to these districts this month, June 2021.
June’s payment is based on the number of SFSP/SSO lunch meals reported on the March 2021 claim for reimbursement. Payments are calculated at $0.522 per lunch meal served in March 2021.

Sponsors who contracted with Food Service Management Companies (FSMCs) for school year 2020-21 are required to submit reconciliation of USDA foods received.
This report must be submitted to OSPI Child Nutrition Services (CNS) before the last day of your 2020–21 FSMC agreement. If CNS does not receive your reconciliation, we may not approve your FSMC Fact Sheet for school year 2021–22.
The following compliance requirement is documented in each sponsor's original FSMC agreement:
- Sponsors must conduct a reconciliation at least annually (and upon termination of the FSMC contract) to ensure that the FSMC has credited it for the value of all USDA donated foods received for use in the sponsors food service in the school year including USDA Direct Foods, the DOD fresh fruits & vegetable program and USDA Foods diverted for processing. [7 CFR 250.51(a)]

The Child Nutrition Database (CNDB), Release 24, is now available! The CNDB is a required part of the nutrient analysis software approved by USDA for use in the National School Lunch Program and School Breakfast Program. It is a nutrient database of over 10,000 food items.
Software companies must submit to the USDA their nutrient analysis and certification of compliance software with the updated CNDB annually by July 1 to maintain USDA approval.
Action Steps for School Food Authorities (SFAs) and Local Schools:
After July 1, 2021, SFAs, and local schools should verify with their nutrient analysis software company to ensure that the software includes the most current version of the Child Nutrition Database (version CN24).
