Thank you for the amazing flexibility you’ve shown throughout this challenging year. Your Bilingual Education Team is looking forward to helping you wrap up the school year. Here are some new items and calendar updates that we hope will be helpful.
The move to Enterprise Grant Management Systems (EGMS) is postponed, agency-wide, until the 2022-2023 funding cycle. With the volume of additional funds coming in through the CARES Act allocations to states and the challenges of the pandemic, leadership at OSPI has made the decision that we could best serve our districts by postponing the launch of the new grant management platform until we have sufficient time to help our district leaders learn how to navigate the new system. The work that we have done has not been lost. We believe we have made significant progress with this platform. We look forward to offering ample training and technical assistance to support your district operations, now on a more comfortable timeline.
The new Transitional Bilingual Instructional Programs (TBIP) grant application will be made available this year. Your Bilingual Education Team has worked for eight months to bring you a new TBIP application, and we are excited to share it with you.
The new application was specifically designed to create a meaningful statement about your district, minimize unnecessary requests for information, and improve application processing time. Districts will get an opportunity to learn about the new grant application and to download the full text of the application at our 2021 TBIP & Title III grant launch webinar on May 11, 2021, at 1:00 pm. Register here. If you cannot attend, a recording of the webinar and the entire grant application will be available on the Bilingual Education Program webpage.
As mentioned above, we will be launching the Invitation to Apply for Title III Funds at the webinar on May 11, 2021. This is the survey by which you express interest in applying for Title III funding for the 2021-2022 fiscal year. It is a once annual allocation, so it’s critical that all districts respond to this survey. In the survey, you will also have the opportunity to report any changes to your private school counts for this year. Once the Invitation to Apply closes, OSPI cannot change your counts or your intent to participate in Title III. Your Bilingual Education Team encourages you to connect with your private schools now so that you have the most current count of students who wish to participate in Title III on May 11.
Testing season is winding down for many districts, and you may have some questions related to testing your multilingual students. Here are some questions that have been coming in more recently.
Q: Will my students in Provisional Status be in TIDE when I administer the ELPA Summative Assessment?
A: Yes, they should be in TIDE if they were reported to CEDARS at least ten days before the test administration day. If they are not, please reach out to the CAI helpdesk for support. (wahelpdesk@cambiumassessment.com or 844.560.7366).
Q: When can we begin screening students for the next school year?
A: Washington State will not be administering the WIDA Screener for any grade level prior to August of 2021. More information is forthcoming about training related to proctoring the WIDA Screener and any updates will be communicated through both the Assessment and Bilingual Offices at OSPI.
We are also currently in the process of seeking approval to extend the 10 day screening deadline to 30 days Beginning September 1 – December 30. Districts will be notified once a decision has been made.
Q: When will the Individual Score Reports (ISRs) come back from the ELPA21 Summative Assessment?
A: An initial file will be available in mid-June for most students who completed all four testing domains before May 17. The electronic file, including all students, will arrive in August.
Q: If a student does not take the ELPA Summative Assessment because they are in distance learning, will our district need to record why they did not take the test?
A: No, we are not asking districts to collect or record this information.
