Dear colleagues,
As you return to a new academic year filled with opportunity and questions please know the OSPI Migrant and Bilingual Education teams are here to offer guidance and support. We know that many districts across the state will be in different stages of reopening school facilities and understand the need for flexibility. Please note the following program requirements are not flexible:
- Identification and English language development instruction. (Services must begin the first day of school for continuing students and within 10 days of enrollment for new students.)
- Appropriate English language development services provided by qualified staff to all provisionally eligible and eligible English learners (ELs) including multilingual/ELs who also qualify for special education services.
- Meaningful access to rigorous, grade-level content without unnecessary segregation.
- Annual program evaluation.
- Parent engagement in the English language development program.

Some Districts Should Not Supply Data in the Title III Grant Application
Many districts received incomplete data sets for the ELPA21 for the 2019-20 school year. Conclusions from this data are not likely to be valid for most districts in Washington State. Districts that did not have an ELPA21 completion rate comparable to previous years should not complete part A of the Title III program evaluation. Please ONLY complete part B on page 3 of the grant application.
Due to the unique conditions of the 2019-20 school year, ELPA21 assessment data sets are not likely to support valid conclusions for most districts in Washington State. Completed test domains can only provide accurate information about the progress of individual students unless a district was able to test all of their students. Use of ELPA21 assessment data from the 2018-19 school year may be more helpful for program evaluation purposes.

Conclusions based on the Long-Term English Learner (LTEL) composite rate should also be scrutinized for validity in districts where less than 100% of the students completed the ELPA21. These rates will not include students who would have exited but were unable to complete their 2019-20 ELPA21. We think the number impacted is significant for most districts.
The reporting of these data elements has been waived for the 2019-20 school year; and we encourage a qualitative program review approach or use your 2018-19 data.
OSPI Bilingual Education and Assessment teams have worked collaboratively to create an optional welcome letter template that districts can use to help families understand their child's test scores from the 2019-20 ELPA21. This letter may help families to understand the unique testing conditions this past spring and how schools are using alternate processes to provide appropriate instruction to our multilingual/English learners.

To align with the Every Student Succeeds Act (ESSA), the annual parent notification letter template has been updated and translated in the top 35 languages. Changes reflect the federal requirement to inform parents of the 4-year graduation rate, average length of time in their child’s English language development program, and the program models being used in the district.
If your district has already printed or sent out the previous version of parent notification letter, you do not need to duplicate your efforts. Please use the new parent notification template letter going forward.

Due to the various models of reopening schools during the 2020-21 school year, the CEDARS entries for potentially eligible English learners has been modified.
Students who are provisionally qualified for English language services (see flowchart on page 6) but have not taken the ELPA21 screener will need to be reported in CEDARS File J. Once the student has completed the ELPA21 screener, a new CEDARS entry needs to be created to reflect the eligibility status. The link below provides instructions for entering student information into CEDARS File J according to the specific scenario under which each new English learner is identified.
