School districts that claimed ALE enrollment during 2019-20 are required to submit an ALE Year End Report. This report can be accessed in the SAFS ALE application in EDS and is due by August 31. This deadline is important because the system will roll over into the new school year in September, at which time access to the 2019-20 data will no longer be available.

Changes to ALE rules have been finalized and were effective August 10, 2020, with the exception of the truancy section which will take effect January 1, 2021. This rule revision includes the following changes:
- Moves the rules governing ALE to chapter 392-550 WAC and simplifies WAC 392-121-182 to include only enrollment reporting requirements.
- Removes the requirement to obtain a parent signature documenting the parent’s understanding of the difference between home-based instruction and ALE. A requirement to notify families of the difference at enrollment and in school/program materials remains.
- Defines truancy and a truancy protocol in ALE settings (Note: This change takes effect January 1, 2021).
The following information regarding this rule revision can be found on the OSPI Rulemaking website:
Online Learning Approvals
Regardless of whether a model is funded via the prototypical model or ALE, additional state laws apply when a district is offering online courses. Any district offering online courses as part of their continuous remote learning plan should be aware of these laws and rules. One of the requirements is an approval through OSPI.
If your district does not have an approval in place, contact Nicole González, Online Learning Program Manager, as soon as possible to expedite this process for single district or affiliate approvals. For districts interested in starting a multi-district online school program, begin preparing for the multi-district program approval process which opens in January 2021.
Any district offering online courses as part of their continuous remote learning plan should be aware of these laws and rules. Visit our Online Learning website for more information.
