For Open Doors, actual enrollment will be reported and used for funding the months of July and August. Districts will use the NEW Enrollment application to report the actual enrollment on a July or August P223. Any student that is claimed for these months must meet the following requirements:

Has available AAFTE to be claimed.
- To determine a student’s available AAFTE, enrollment in high school, other Open Doors program, private school, and home based instruction must be included. Refer to the 2019-20 Enrollment Reporting Handbook posted HERE and specifically on page 34 for more information on this.
- For 2019-20 school year, students who attended an Open Doors program for the months, April through June would be considered as 1.0 FTE for these months.
- Met the 2 hours of Face to Face contact in the month of June. During school facility closures which started in March, an emergency rule change is effect which allows face to face contact to be done in-person, by telephone, email, instant messaging, and interactive video communication, or other means of digital communication. - Met the weekly status checks in June.
- Made academic progress by earning an IAP after being claimed on a monthly P223 for three months. For the months, April through June, enrollment was projected and academic progress is not required for these months.

For example, if a student earned an IAP in January, and was claimed on the February and March P223-1418 forms, has available AAFTE to be claimed for July, and met the Face to Face contact and weekly status check in June, they would be eligible to be claimed on the July P223-1418. If the student has available AAFTE to be claimed for August, they would not be eligible to be claimed on an August P223-1418 if they haven’t earned another IAP since the February count day.

Open Doors programs not operating in the summer will need to look back to months prior to the COVID 19 school closure period to determine if a student is eligible to be claimed for September and October. Assuming that a student was claimed by the Open Doors program for the months of January, February and March, programs would need to go back to January to determine if a student made academic progress to be eligible to be claimed on the September and October P223s. For the November P223, this student would need to have made academic progress since last claimed for February.
Participation in learning within the previous month before the September claim is required.
Making academic progress for the months April through June is not required. The rules state that after a student has been claimed for 3 months on a P223 for state funding, they must show academic progress. For these months, enrollment was projected and districts did not claim their students on an actual P223.

Continuing students and returning students who, after being claimed for state funding for three count days excluding the September count day, have not earned an indicator of academic progress cannot be claimed for state funding until an indicator of academic progress is earned.
Practice: Count back over the months to the 3rd previous apportionment claim to find an IAP. Row Three shows that for an October claim, the program must count back to January, then look for an IAP sometime between January 1 and September 30.
Many Open Doors programs have faced a challenge during the school closures for moving forward students who are ready to test for their equivalency certificate subject areas.
The GED Testing Service and the State Board of Community & Technical Colleges have been discussing new potential testing options, including online options.
According to GED Testing Service, the Online Proctored GED Test pilot will utilize trained, third-party proctoring and will include built-in artificial intelligence (AI) features for additional test security.
Remote pilot testing will likely begin this month. Test takers are being invited to remote testing. The first invites have been sent to the test takers that had appointments cancelled due to COVID. The next invites will go to test takers that have completed 3 of the 4 tests. Then, it will be opened up to students that have scored in the green on their GED Ready practice test.
There are limits to the pilot:
- No under age 18
- No Spanish version
- No retakes
- Must have GED Ready in the green in the last 60 days
