Seal of Biliteracy: Data Needed!

Did your school district participate in awarding the Seal of Biliteracy in School Year 2019? OSPI needs your data. Your district/school registrar (or designee) should have uploaded the Seal award information to transcripts by the end of the 2019 school year (SY). Official data is pulled statewide through the CEDARs data management system, which is connected to WA state district data management systems, such as Skyward and Aspen.

CEDARS Data Manual: (excerpted from the OSPI Seal of Biliteracy webpage)

  1. CEDARS Manual Student Attributes and Programs File (I) will collect the information for students who have obtained a Seal of Biliteracy.
  2. CEDARS Appendix K-Language Codes contains the list of languages students may earn the Seal of Biliteracy in.
  3. CEDARS Appendix L-Washington State Seal of Biliteracy lists the Assessments that may be utilized to test for biliteracy.

Transcript FAQs: Beginning on page 36:

  • Q65-What is the Seal of Biliteracy? How does a student earn the Seal of Biliteracy?
  • Q66-How does a student earn a "Proficient" designation? When is the "Proficient" designation converted to "Earned?"
  • Q67-Is it possible for a student to earn a Seal of Biliteracy in more than one language?

Note: Most students qualify for the Seal through on-site district world language competency testing. However, many students qualify through AP and IB exam scores. Your district may be waiting for AP and IB scores to arrive in order to fully report Seal awardees for SY 2019. OSPI will conduct a data dive in late August for the SY 2019 Seal of Biliteracy awards. This information is required for the 2019 WA state Seal of Biliteracy proviso report which is due in early September. Be sure your district is included!

August 24, 2019: 101 Things You Didn't Know About Teaching Chinese Culture!

This hands-on workshop will provide Chinese teachers with the expertise to guide students through exciting Chinese cultural activities. These classroom-proven activities have been designed to meet ACTFL standards and the needs of 21st century learners.

August 30, 2019: Teacher Training on Engaging American Students in the Classroom

This interactive workshop engages participants to explore hands-on strategies to build a democratic classroom in which students embrace their learning in unprecedented ways. The workshop will be conducted in English.

 

WAFLT Conference News

Join your World Language colleagues at the WAFLT Fall 2019 Conference, October 10th-12th, 2019

This year’s conference is in Spokane, WA. The theme: “Where World Language Educators Connect!” Lots to learn! Lots of connections to be made! Interesting things to do on site at the casino and at nearby attractions in Spokane and Coeur d’Alene. Get involved!

ACTFL Conference NEWS

Registration, housing open for ACTFL 2019

Registration for the ACTFL 2019 Annual Convention and World Languages Expo is now open. ACTFL 2019 will occur in Washington, D.C., at the Walter E. Washington Convention Center on Nov. 22 to 24. Pre-convention workshops will take place on Nov. 21.

Convention Buddy Program & Stipends

  • Attending Convention for the first time can be overwhelming and intimidating. ACTFL's Buddy Program assists first-timers with making the most of their Convention experience. Applications for first-time buddies and veteran buddies (those who have attended two or more Conventions) are now open and accepting submissions. Participants must be current ACTFL members to apply and must be registered for Convention by Sept. 30 to ACTFL

  • The Confucius Institute Comes Under National Scrutiny: As scrutiny grows, some states, including Oregon, are dropping certain valued Chinese language and culture programs funded by the Confucius Institute.
  • "The Confucius Institute programs are essentially Chinese language-learning centers," said Gao Qing, executive director of the Confucius Institute U.S. Center in Washington, D.C.
  • OSPI NOTE: Confucius Institute continues to effectively support Chinese language learning programs in Washington state’s K-12 schools.
