Benefits of operating through the summer

  • As a program benefit, summer months can provide extra instructional time to meet the 1000 annual hours requirements for reengagement programs. 
    • Programs are limited to counting a minimum of two (2) hours and a maximum of six (6) hours per day.  
  • The key benefit to operating through the summer is that you can keep students engaged and moving forward in their educational and career goals.

Open Doors (OD) enrollment for the months of July and August is reported on a monthly P223, one for July and one for August.  

Students who were not enrolled in a high school, private school, or OD program and did not have an intent to home school in place for the ten months of the standard school year (September through June) could qualify for summer enrollment. OD programs should document the months and FTE claims through the standard school year each eligible summer school student did not attend any school. 

Remember that the same requirements to count OD students must be met. This includes the Attendance Period (two hours of Face-to-Face contact) and Weekly Status Check in the prior month, as well as, for below 100 level class, attaining an IAP or credential after being claimed for funding for three months. Additional records of meeting these requirements must be retained.  

Unlike other summer enrollment in non-OD programs, OD enrollment is based on the enrolled students on the monthly count day for July and August. Count day is the first instructional day of the month. Additionally, OD enrollment for the summer month is reported as an FTE, not the total enrolled hours.

The OD AAFTE is calculated by totaling the twelve months of reported monthly FTE and dividing by ten, and may not exceed 1.0 AAFTE (see below).

1.0 AAFTE limitations defined

Summer is tricky for enrollment.  Make sure that your students who will be claimed during summer months have not exceeded the 1.0 AAFTE. AAFTE is the 10-month average of the monthly FTE claimed, including private and home-based enrollment. Months during which the student was enrolled in Home-Based Instruction or Private School count are counted as 1.0 FTE. 

Examples:

Student A  started at a high school in September, withdrew in December, and then enrolled in an OD program in March where they have consistent full-time enrollment. Student A’s AAFTE as of June would be 0.90 and can be claimed for one summer month.

Student B  was not claimed for four months during the school year and was claimed as a 1.0 FTE for six months. Student B’s AAFTE as of June would be 0.60 and can be claimed for both July and August.

Student C  had no gap in their participation – attending both high school and OD program continuously during the school year. Student C’s AAFTE as of June would be 1.00 and cannot be claimed for the summer.

To withdraw or to keep on enrollment: Summer's effect on September enrollment

If your program is running over the summer and you have students who will not attend, it may be beneficial to withdraw them for the months they will not attend. Any student who is enrolled in an Open Doors program, regardless of whether or not they are claimed for funding, must have weekly status checks and two hours of face-to-face contact in order to be claimed on the next month's enrollment count.

To claim a student for enrollment in September, they must have weekly status checks* and two hours of face-to-face contact in the program's previous month if they have not been withdrawn, plus an IAP sometime during the past three times they were claimed. 

  • If your program runs through the summer, this means weekly status checks and face-to-face contact in August. 
  • If the student is withdrawn in June, and returns for September, they need only to have participation** on or before the 4th school day of September (count day). 

*Weekly status checks are only required for weeks during which instruction is available for three (3) or more days in the week.

**Participation is for the purposes of instruction, academic counseling, career counseling, or case management [WAC 392-700-015(24)(b)].

Closed for the summer?

If your school is closed during the summer, you are not required to have weekly status checks or the monthly two hours of face-to-face with your students during that time period. Instead, they will need to have participation (defined above) in the month before they are claimed again.

The Alternative Learning Department (ALD) is exploring changes and clarifications to online learning guidance. To initiate this work, we would like to convene three separate workgroups and are seeking volunteers for each one. Topics will include: 

  • Definition of "electronic content" 
  • Creation of a Regional Online School Program category 
  • Online learning approvals as applied to Open Doors programs
