Programs may benefit from regularly implementing a cycle of continuous improvement to focus on quality of education, helping students meet goals, and following state laws and rules.
A school improvement plan (SIP), compliance review and comprehensive compliance self-check are great ways to get started!

School Improvement Plan

What are you doing to identify what your program needs to improve?

WAC 180-16-220 (2)(b) At a minimum the annual approval shall require each school to have a school improvement plan that is data driven, promotes a positive impact on student learning, and includes a continuous improvement process that shall mean the ongoing process used by a school to monitor, adjust, and update its school improvement plan.

What is School Improvement? 

The Office of System and School Improvement (OSSI) provides technical assistance, resources, and support in collaboration with internal and external partners to identified schools. OSPI believes that school improvement is best served through a whole-agency, tiered approach. OSSI is one key hub for this support.

School improvement services are not limited to schools identified under ESSA.

Compliance Reviews

Per ESSB 6002 (2014 regular session), we are required to review Open Doors programs around the state. Liz Quayle provides this service, either through desk reviews via a secure file transfer, or onsite. 

These reviews check not only for documentation for enrollment claims for apportionment, but also promote discussion about how the documentation is being used as tools for student engagement and success. 

Compliance reviews are scheduled by priority of programs that have had concerns in previous reviews or audits, new or unreviewed programs, geographical proximity to other program reviews, and by program request. Our goal is to visit all programs in the state over a 3-5 year period. 

Comprehensive Compliance Self-Check

Beyond OSPI compliance reviews, we have a self-check that programs can use to check their practices for providing a quality program that is not just in compliance with the rules, but to truly engage students in learning. 

This tool helps programs take a look at their practices as interpreted through the following rules:

  1. WAC 392-700 states that reengagement programs agree to follow general program requirements for reengagement offered by or through school districts, educational service districts, or colleges.

  2. WAC 392-700-065 states that dropout reengagement programs agree to provide instruction designed to help students acquire high school credits, at least high school level skills, and be academically prepared for success in college and/or work.

  3. WAC 392-700-160 states that reengagement programs agree to provide a method for determining full-time equivalent enrollment and a process reporting agencies must use when claiming state funding for reengagement programs.

  4. WAC 392-700-085 states that reengagement programs will provide case management to support students in the areas of academic advising, career guidance, employment assistance or referrals, and referrals to social and health services.

  5. WAC 392-700-065 states that reengagement programs will provide instructional staff pursuant to WAC 392-121-205 for schools districts, charter schools, and tribal school; and for colleges, per required credentials as established by the college; ratio will be maintained pursuant to WAC 392-700-065(2)(d), or (3)(c) for colleges.

  6. WAC 181-87-060 refers to the professional practices that instructors are expected to attend to assessment, treatment, instruction, or supervision of students; evaluate personnel; manage moneys and property.
