Educator Equity Data Collection Tool application for School Year (SY) 2018–19 has launched in Education Data System (EDS)
The Title II, Part A office has officially launched the Educator Equity Data Collection Tool (EE-Tool) application for SY 18–19 to monitor teacher qualifications, including certification, endorsements, teaching assignments, and years of experience as required by the Every Student Succeeds Act (ESSA).
Launch of Educator Equity Data Collection Tool SY 18–19 data is currently available in the tool. The data displayed is aggregated based on a Local Education Agency’s current Comprehensive Education Data and Research System (CEDARS) and S-275 reports, Electronic Certification data, and Professional Education Standards Board Assignment Rules.

Special Education and English Language Learner/English as a Second Language Co-Teaching Models Special Education or English Language Learner/English as a Second Language (ELL/ESL) teachers assigned to provide instruction or support at the same time, in the same classroom with a primary content area teacher for a given course, please see 2018–19 CEDARS Reporting Guidance (pages 69–70).
At this time, Special Education and ELL/ESL reported with Teacher Indicator (CEDARS Element G10) I or E will flag Out-of-Field (OTF) until the logic is applied to the EE-Tool. This patch is scheduled for production in the early spring.
How to Access the Educator Equity Data Collection Tool in EDS
- Access Education Data System, https://eds.ospi.k12.wa.us/Login.aspx.
- Login with your account.
- Select View My Applications.
- Select Educator Equity Data Collection Tool from your application list. (You many need to clear your web browser history list for the new application to show up in your EDS applications list.)
Your current assigned EDS role (Teacher Quality Data Collection User) will give you access to the tool. If you do not have access, please contact your District Data Security manager.
