Package 239 (18-19) – Title
II, Part A Full Grant Application The full Title II, Part A
grant application, iGrants
Form Package 239 (18-19), has been launched. All Local Education Agencies
(LEAs) are required to complete the first four pages and Page 6A of FP 239 even
if they choose not to participate in Title II, Part A grant funds:
Page 1 – Intent to Participate Page 2 – Title II, Part A Assurances Page 3 – Teacher Professional Qualifications Page 4 – Equity Gap Data Page 6A – Transferability Options
All other grant application
pages (pages 5-10) are applicable based on LEA needs and their intent to
participate option (i.e., TIIA, REAP, Transferability, Not Participating).
The deadline to submit TIIA iGrants FP 239 (18-19) is Monday, October
15, 2018.
Important note for LEAs
who participated in Title II, Part A grant funds last year (SY17-18): iGrants
Form Package 284 (18-19) ─ Title II, Part A End-of-Year (EOY) Report must be
submitted and approved by OSPI before final approval for FP 239 (18-19) can be issued.

Eligible REAP Alternative
Fund Use Authority LEAs
If your eligible LEA intends
to choose the REAP option for the 2018–19 school year, please complete the
required pages (see above) in iGrants
Form Package 239 (18-19). Complete Page 5 – Class Size Reduction (if
applicable) and Page 10 ─ Private Schools if your LEA has any State Board of
Education approved private schools within its boundaries. Mark all remaining
grant application pages as Not Applicable and submit FP 239 for OSPI
Review.
To complete the REAP process,
REAP option LEAs need to then submit iGrants FP 225 (18-19).
The deadline to submit
REAP iGrants FP 225 (18-19) is Monday, October 15, 2018.

Transferability – Form
Package 821 (18-19) Transferability
is a flexibility authority under the Every Student Succeeds Act (ESSA) which
allows LEAs to transfer up to 100% of the funds they receive under Title II,
Part A and Title IV, Part A to other programs to better address the needs of
their unique student populations and to ensure the capacity of delivering a
meaningful program. Federal regulations require LEAs to notify the State
Education Agency 30 days prior to the transfer of funds. To indicate
transferability intent, including LEAs who are not transferring funds, please
complete iGrants Form Package 821 (18–19).
Complete FP 821 (18─19) prior to submitting the full FP 239 (18─19) grant application.
