Local Educators Lobby Congress for Career and Technical Education

Your Washington State Delegation, joined more than 450 career and technical education (CTE) professionals at the Association for Career and Technical Education’s (ACTE) National Policy Seminar from March 13-15 in Arlington, VA. During this critical advocacy event, the delegation attended briefing sessions covering the priorities of the new administration and new Congress, and the latest education policy news. The team also met with policymakers on Capitol Hill to help inform them of the value of CTE.

While attending ACTE’s three-day event, your State Delegation  met and consulted with Senators Murray, and the office of Senator Cantwell, and the offices of Representatives DelBene, Larsen, Beutler, Newhouse, Rodgers, Kilmer, Jayapal, McDermott, Reichert, Smith, Heck, to build support for CTE and advocate for the re-authorization of the Carol D. Perkins funding .

CTE delivers real-world training and skills development to more than 90 percent of America’s secondary school students and over 8 million postsecondary students. Now, more than ever, policymakers must investment in CTE to meet the demand of America’s 21st century workforce.


CTE Showcase of Skills

The CTE Showcase of Skills was held on March 27, 2017 on the Capitol Campus grounds in Olympia. Career and technical education (CTE) students from high schools, skill centers, and community and technical colleges demonstrated their technical skills as they built tiny portable, energy efficient, homes.

The Office of Superintendent of Public Instruction (OSPI) and the Workforce Board put together a demonstration project that showcased the skills of CTE students through a one-day competition. The CTE students put their CTE skills to work to make a difference for the homeless! 

Grants of $2,500 were given to 20 total school districts and skills centers.

Computer Science Endorsement Update

The new Computer Science Endorsement (P-12) does not affect teachers that hold a CTE Teaching Certificate, issued in the specific CTE specialty area in any of the five pathway areas.

Currently, Washington State issues the Residency or Professional Certificate with Endorsements that require candidates to pass a WEST-E/NES assessment to demonstrate content knowledge. In January 2016, the Professional Educator Standards Board approved the Computer Science Endorsement (all levels P-12) in compliance with HB 1813 and directed PESB staff to continue to develop competencies geared toward elementary grade levels. Concerns expressed that this endorsement is more secondary level than elementary--even though they would be able to teach P-12. Concurrently the Computer Science Integration Working Group is working with teacher preparation programs to analyze the landscape of existing and needed K-12 CS integration efforts and develop a vision of best practices for CS integration (pedagogy). U.S. Presidential Scholars Program

The U.S. Presidential Scholars Program was established in 1964, by executive order of the President, to recognize and honor some of our nation's most distinguished graduating high school seniors. In 1979, the program was extended to recognize students who demonstrate exceptional talent in the visual, creative and performing arts. In 2015, the program was again extended to recognize students who demonstrate ability and accomplishment in career and technical education fields. Each year, up to 161 students are named as Presidential Scholars, one of the nation's highest honors for high school students.

Washington State has a list of 93 students for consideration, 5 of which are specific to CTE.


CTE Administrative Internship Program

The 2017-18 CTE Administrative Internship Program application will be available by the end of March. This information will go out to all Superintendents and CTE Directors, via email and mail.

  • Application packets are due to George Aszklar, postmarked May 1, 2017.
  • Candidates will be notified of acceptance/denial on or before May 29, 2017.

April 2017 is Financial Literacy Month

The Washington State Department of Financial Institutions (DFI) is pleased to be one of the many partners celebrating April 2017 as Financial Capability Month in our state. Understanding the importance of financial education, Washington Governor Jay Inslee proclaimed April as Financial Capability Month. 

“Financial Capability Month is the perfect time to start the Financial Education conversation,” FEPPP Chair Representative Sharon Tomiko Santos said. “Bringing financial education into our schools ensures that every student gets lessons in managing their finances. Even basic personal finance could change a student’s life, as well as the lives of those they pass their knowledge on to.”  

According to the January 2016 American Express Spending and Saving Tracker Survey (January 12, 2016):

• Americans say saving more money remains the number one resolution for 2016 (51% vs. 58% in 2015), beating out exercising more, eating healthier, and losing weight. 

Research from National Endowment for Financial Education has more bad news (December 2015):

• When faced with an unforeseen major expense (of which two thirds said they experienced in 2015), one in three (31%) Americans will rely on credit cards to offset costs. 

Junior Achievement/The Allstate Foundation report (March 25, 2015):

• 84% of teens report looking to their parents for information on how to manage money, but 34% of parents says their family’s approach to financial matters is to not discuss finances with their children and “let kids be kids.” 

DFI’s Financial Education Clearinghouse provides access to resources - from budgeting and saving, credit and debt, to health care and mortgages, and has a special section on avoiding scams – into a single site.


Core Plus Curriculum Available Online

This two-year Manufacturing and Aerospace Engineering curriculum is available online via OSPI’s Moodle Server. The curriculum is the product of the partnership between OSPI, Manufacturing Industry Council of Seattle and Boeing. Any interested instructors or administrators that would like to preview the curriculum may access it at  http://moodle2.ospi.k12.wa.us/ then click CTE to see the “Core Plus Overview” link. Scholarships for WA Middle School Students -- $1,000 College Savings Scholarship

April is Financial Literacy Month, and EverFi is advocating for more financial opportunities and education in schools. As a result, EverFi will be giving two Washington middle school students a $1,000 college savings scholarship this spring! Deadline May 12.

Here's the information link for the WA 529 College Savings Scholarship. For new teachers to participate, they can fill out the form in the link above and then create a teacher account by visiting: everfi.com/register  before getting their students started on the program. To be eligible for the scholarship, students must complete at least 3 lessons of the FutureSmart- financial wellness program.

ProStart Winning Teams

Congratulations to Nancy Jewitt, Lewis and Clark Hight School’s ProStart educator on her second year in a row heading to the National ProStart Invitational competition. She  is getting her management team prepared for representing Washington in Charleston South Carolina at the end of April. She has been involving interested Inland Northwest Culinary Academy at Spokane Community College management/culinary students in listening to, and evaluating her team as they practice for Nationals as well.

Congratulations also go to five advanced culinary students from Chef Mary Arthur’s class at Oak Harbor High School took their skills to Pierce County and came away with first place at Washington State’s Sysco ProStart competition at Clover Park Technical College in Lakewood on February 18.

The accomplishment puts Oak Harbor back on familiar footing as state champions in culinary arts for the eighth time in 12 years.

It also earned the Wildcats a trip to the National ProStart Invitational, April 28-30, in Charleston, S.C.


School Counselor Summer Institutes

The School Counselor Summer Institutes will be June 23 in Spokane and June 29 in Olympia. These technical assistance conferences especially designed for elementary, middle and high school counselors and career counselors in our state will give information and updates on a variety of topics from agency program leads.

Topics will include mental health, integrated student services, equity analytics, school safety, reengagement programs, truancy, college admissions, financial aid, implementation of graduation requirements and high school and beyond planning, student support resources, including suicide prevention and more.

Registration information will be coming in mid to late April on this listserv - OSPI Counselor Listserv “News and More for School Counselors”. The Olympia June 29 registration will be at the WSCA website and the June 23 Spokane registration will be at the ESD 101 website.

2017 Fall Counselor Workshops sponsored by WA Council

 These valuable workshops provide updated information to high school counselors and career counselors about what you need to know for the 2017-2018 school year. Held in nine locations throughout the state in September, school counselors hear current information from admission directors from four-year public and private universities, updates from OSPI, State Board for Community and Technical Colleges (SBCTC) and the Washington Student Achievement Council (WSAC).

Participants will network with fellow counselors, and have the opportunity for Q & A. A new networking format will be a main focus for these workshops this fall.

New Grants & iGrants

IGNITE Start-Up Grant

We are pleased to announce a new grant opportunity, the INGITE Startup Grant! Inspiring Girls Now in Technology Education (IGNITE) has a long, successful history of preparing girls for STEM-related careers. The purpose of this grant is to assist in the adoption and implementation of the IGNITE model in middle schools and high schools across the state. Ten (10) districts will receive grants of $3,500 to offset the cost training and affiliation dues. Grants are renewable up to two (2) times, contingent on performance and timely submission of a detailed end-of-year report.

The grant will be available 3/15 and close 5/15.

2017-18 grant applications for JWG funding from OSPI will open soon.

The grant application for JWG funding from OSPI will be open early in May. More details will be announced once the grant application is finalized. 


Boost Exploratory Options with the JWG Version of Career Choices

Jobs for Washington’s Graduates (JWG) is the state’s chapter of the national non-profit organization, Jobs for America’s Graduates (JAG) which is dedicated to preventing dropouts among students who are most at-risk by supporting them to overcome their most prevalent academic, social, and emotional barriers to success. 

The JWG program can be offered through CTE as Career Choices – JWG (CIP Code 320107). OSPI also provides additional financial support from the State Proviso to bring the program to your district, as funds are available. If you 1) do not have a Career Choices class at your school and/or 2) would like to offer the JWG version of Career Choices, please contact the JWG program staff at OSPI. To learn more, please contact either:

Thanks to a public-private partnership initiated by Lt. Governor Cyrus Habib, low-income students in Washington state will be able to take Advanced Placement (AP) and International Baccalaureate (IB) exams for free this year. Read the full press release.

Family and Consumer Sciences Education

The Council for Professional Recognition is excited to offer two scholarships to our 2017 Early Educators Leadership Conference in Orlando, Florida October 11-14, 2017 at the Rosen Plaza Hotel.

Current high school career and technical educators (CTE) working in a high school CDA program or high school early childhood/child development program are eligible. Application requirements:

  • A completed application form
  • One letter of recommendation from a professional reference

May 1, 2017 deadline for submission. Completed applications along with your recommendation must be sent via email to scholarships@cdacouncil.org or faxed to 202-265-9161, ATTN: Abena Ocran-Jackson.

Science, health, and family and consumer science teachers have an opportunity to provide inquiry-based lessons related to these outbreaks and recalls. Lessons can be found in the curriculum Science and Our Food Supply developed jointly by FDA and NSTA. And, in order to prepare teachers to use these lessons, FDA provides a free multidimensional professional development program that will take place July 16 – 23, 2017 in Washington, D.C. Included in the program are transportation to and from Washington and all housing and meal expenses. Read more for additional details.

Health Sciences Education

The National Health Science Standards are designed to provide the essential knowledge common across health professionals to prepare and increase the number of students that are college and career ready.

Check out the National Athletic Trainers' Association Use of Student Aides Letter.

These are Sample Guidelines for Developing a Secondary School Sports Medicine Course Outline from the National Athletic Trainers' Association (NATA).

By accessing the course Outline, NATA members agree to use it appropriately and within applicable state laws regarding athletic training licensure and/or regulation. Improper use of the Outline, including without limitation, allowing students or other unlicensed or unqualified individuals to perform functions of a medical professional, or to otherwise engage in the practice of athletic training, are a violation of the relevant state practice act, the NATA Official Statement on Proper Supervision for Secondary School Student Aides, as well at the NATA Code of Ethics Principles 2.2 and 2.3

This guide is an outline/template for a secondary school sports medicine course. It provides a list of ideas that are approved by the NATA Secondary School Athletic Trainers’ Committee (SSATC) that an individual may pick and choose from. Athletic trainers who utilize this template to teach a sports medicine courses must review their state practice acts to ensure their final curriculum does not violate state rules or regulations. 

The relevant rules and regulations for Athletic Trainers in the State of Washington are found in WAC 246-916 and RCW18.250.

When you are updating your course applications and frameworks, note the Health and Physical Education K-12 Learning Standards have been adopted for Washington schools on March 31, 2016.

The Health and Physical Education K–12 Learning Standards describe what each student should know and be able to do at each grade from kindergarten through 8th grade and in high school, in Health Education and Physical Education classrooms across Washington.

Schools are advised to work with their district planning teams to develop a phase-in plan during the 2016–17 school year and an implementation plan starting with the 2017–18 school year.
