Message From George Aszklar, WA State CTE Director
Happy New Year to all! Hope your winter break was relaxing and
rejuvenating. We are excited and honored to welcome each and every one of you.
The New Year brings with it many new faces, challenges and
promises. The Governor delivered his inaugural address with an impassionate
call for the legislators to finish the job of fully funding education this
year. The legislature also convened on Monday (1/9/17) with the hope of
finishing this year’s 105-day session by finding a solution to the state’s
paramount duty, funding education. Whether this is achieved this session
remains to be seen.
But, I am optimistic for issues/concerns critical to Career and
Technical Education. CTE is well represented by Superintendent Reykdal’s
Legislative & Supplemental Budget request, and among Superintendent
Reykdal’s top 3 concerns include Career Technical Education.
He has passionately noted “meeting
our economic imperative to graduate ALL students career and college ready –
specifically by building clear pathways to graduation via career and technical
education programs.” And that “Washington State’s
bright future is a function of our shared commitment to high quality, amply
funded public education.”
In addition, you can look forward to continual professional
development by program supervisors. Thus far, they have provided technical
assistance around “Conditional Approvals” throughout the state and have begun
professional development in best practices of Component of Frameworks, EDS
Overview & Resources, New Automated Re-Approval System, Statewide Course
Equivalency and Utilization, and Extended Leadership. Thereafter, we will be
addressing the new 5-year Approval Cycle to ensure that no district is severely
out of cycle. You can expect professional development along this line in February-April. More
information will be forthcoming.
As a staff, please know that we are here to support all of you,
by any/all means necessary, to ensure your students reach their fullest
potential.
I look forward to working with all of you and on behalf of the
CTE staff, I want to again welcome all of you and thank you for all that you do
on behalf of your students!

Today we had a special guest at the new State Superintendent's first All Staff meeting. Governor Jay Inslee and Superintendent Chris Reykdal spoke to OSPI staff and spent time answering questions. This is a great way to start the new year!

 Centralia High School Construction Program
One of the main goals of the Centralia High School construction class is to ensure its students are ready for college or careers.
As part of one of only three high school programs in the state, the students each year must tackle a new project, and many times it’s building a house.
“For a high school this size to have a program like this and support it, it’s unique,” Mitchell Smith, the teacher of the class, said at the job site on Wednesday morning on Mayberry Road.
In the 26 years of the career and technical education program, the students have constructed 18 houses and various other projects.
The class starts from scratch, according to Smith. The first two weeks are focused on safety, reading plans and learning how to measure. After that, the class “hits the job site running,” Smith, the creator of the program, said.
“We try to do it all in a school year so when we walk away from the project it’s done,” Smith said. “It’s turn-key ready.” Read more in The Chronicle.

 Pierce County Career Day
Pierce County Career Day — the largest career
day in Washington State — was a huge success last year. The event took place
Thursday, November 17, 2016 at the Washington State Fair Showplex in Puyallup.
Organized by Pierce County Construction/Manufacturing Partnership,
over 2,000 high school students from over 40 schools engaged with more than 107
exhibitors from the construction, manufacturing, utilities and transportation
industries.
“Pierce
County Career Day is a win-win event for all. The students learn about possible
career paths, local businesses influence training needs, and the industries
contribute to developing a strong workforce for the future,” said Mark
Martinez, executive secretary of the Pierce County Building and Construction
Trades Council.

AP/CTE
The Advanced Placement Test Fee Program has provided federal funds to reduce the cost of Advanced Placement (AP), International Baccalaureate (IB), and Cambridge exams taken by low-income students in public and private schools since 1999.
In
the 2016–17 school year, federal funding is no longer available to continue the
program. Districts and schools will need to utilize other sources of funds in
order to support low-income students in taking AP, IB, and Cambridge
exams. The memorandum, M067-16, is available on the OSPI website.

The National Health Science Standards are designed to provide the essential knowledge common across health professionals to prepare and increase the number of students that are college and career ready.

These are Sample Guidelines for Developing a Secondary School Sports Medicine Course Outline from the National Athletic Trainers' Association (NATA).
By accessing the course Outline, NATA members agree to use it appropriately and within applicable state laws regarding athletic training licensure and/or regulation. Improper use of the Outline, including without limitation, allowing students or other unlicensed or unqualified individuals to perform functions of a medical professional, or to otherwise engage in the practice of athletic training, are a violation of the relevant state practice act, the NATA Official Statement on Proper Supervision for Secondary School Student Aides, as well at the NATA Code of Ethics Principles 2.2 and 2.3
This guide is an outline/template for a secondary school sports
medicine course. It provides a list of ideas that are approved by the NATA Secondary School Athletic Trainers’
Committee (SSATC) that an individual may pick and choose from. Athletic
trainers who utilize this template to teach a sports medicine courses
must review their state practice acts to ensure their final curriculum does not
violate state rules or regulations.
The relevant rules and regulations for Athletic Trainers in the
State of Washington are found in WAC 246-916 and RCW18.250.
When you are updating your course applications and frameworks, note the Health and Physical Education K-12 Learning Standards have been adopted for Washington schools on March 31, 2016.
The Health and
Physical Education K–12 Learning Standards describe what each student should
know and be able to do at each grade from kindergarten through 8th grade and in
high school, in Health Education and Physical Education classrooms across
Washington.
Schools are advised to work with their district planning
teams to develop a phase-in plan during the 2016–17 school year and an implementation
plan starting with the 2017–18 school year.
