2016 Fall Technical Assistance For Recipients of "Conditional Approvals"
The state CTE Pathway Supervisor will be providing technical assistance/support throughout the state,
beginning in October, to ensure district personnel understand the required
framework components. If, after one year, your submissions are not brought up
to standard, the conditional approval will expire.
The below dates and
locations have been confirmed. Each training day will be held from 8:00 AM -
4:00 PM. Please hold the dates below which correspond to your ESD.
OSPI Website. Where Did The CTE Drop Down Menu Go?
OSPI is addressing ADA website compliance and the drop down menus have been eliminated. In order to help you navigate the OSPI website, there are two-ways to access CTE from the OPSI homepage.
Offices & Programs
1. Select the "Offices & Programs" tab.
2. Under "Quick Links" the first bulleted item is Career and Technical Education.
3. Select "Career and Technical Education", it will take you to the CTE homepage.
Family Resources
1. Select the "Family Resources" tab located in the middle of the OSPI homepage.

CTE Certification News
Degree or Non-Degree?
Has your teacher ever needed a degree to earn a Washington
State teaching credential? If so, they will always be degreed.
If your teacher has completed the Business and Industry route
program that did not require a degree and they only held the CTE Certificate,
they would be considered non-degreed, unless they hold a degree in Education,
then they would be considered degreed.
VCodes/CIP Codes: It is up to the district personnel or CTE
Director to verify that all their CTE teachers hold the correct VCode that
matches the CIP code they are teaching.

Code Chart that is located on CTE Certification web site on the left-hand side
at the bottom of the page.
The lasted
VCODE/CIP Code Chart can also be located on the Already Certified in
Washington? website.
If you need the frameworks, please contact the CTE
Department for that information. (Not
CTE Certification.)
Salary Placement:
This is not a certification area. You will need to contact your district’s
personnel office or refer to your policy manual your district has in
place. If you need further assistance on
salary placement questions, please contact Ross
Bunda at OSPI.
Lifetime
substitute certificates are now available for any CTE Continuing certificate holder, no matter the route they
completed (College/university route or the Business and Industry route).

CTE Course Equivalencies
It has been brought to
our attention that there is some confusion with regards to CTE course
equivalencies when submitting data to CEDARS. The following information is
intended to help facilitate this process:
- When reporting to CEDARS, districts must
identify whether or not a course is a CTE course using Elements D10 and H17.
- For every course reported as CTE using
Elements D10 and H17, the district must indicate whether or not the course is a
Statewide Equivalency Course using Elements D12 and H28.
- Unless the course was offered using an unmodified,
state-developed framework, districts
should enter a value of “C – No Course Equivalency”. If the course was offered
using an unmodified,
state-developed framework, the district must select “A – Statewide Equivalency
Course”.
- While a district may have determined a CTE
course to be equivalent at the local level, for reporting purposes we are
currently only tracking data on Statewide Equivalency Courses.
For every course the district identifies
as a Statewide Equivalency Course using Element H28, the district must indicate
the type of equivalent credit earned by the student using Element H29.
- Please note, this element is not designed
to track whether or not the student actually applied the course to their
transcript to meet a graduation requirement, only that the credit was made
available to them upon completion of the course.
- A student may only receive one credit upon
completion of a Statewide Equivalency Course; if the course is designed in such
a way that the student can earn either a math or science credit, for example,
only one credit may be earned by the student and reported in Element H29.
Again, please note that only courses offered using
an unmodified,
state-developed framework are considered State-Approved
Equivalencies/Statewide Equivalency Courses.

Course Re-Approval Program Review Cycle
It is important for districts to keep updated frameworks on file. The State Auditor and Consolidated Program Review teams will be reviewing them.
Methods of Administration (MOA) Civil Rights Onsite Reviews
The purpose of the MOA Program is to ensure all students enjoy equal access to CTE programs and activities regardless of race, color, national origin, sex or disability. The following districts have been selected and notified for the 2016-17 MOA Civil Rights Onsite Reviews.

AP Macro and Micro Economics
OSPI is offering professional development to a
limited number of teachers interested in offering a CTE course in AP Macro
and/or AP Micro Economics. This pilot program includes three one-day
workshops at the Puget Sound Skills Center from 9 a.m. to 4 p.m. with mentorship
from an experienced AP Economics/CTE teacher and a College Board
presenter.

OSPI will fund travel and registration
expenses. The district match is three substitute days per teacher. There are 10 slots still available.

Verizon Innovative Learning App Challenge
The Verizon Innovative
Learning App Challenge, a program of the Verizon Foundation in
partnership with the Technology Student Association is underway. With an
attractive grand prize for eight "Best in Nation" schools ($20,000
for each national winning school), this competition has become extremely
popular. Submissions have come from all disciplines – from STEM-focused groups
to language arts and the humanities. This contest has been increasingly
attractive because it does NOT require technology experience or computer
programming – just creativity and communication skills to come up with a
novel app idea.
Since this NASSP approved student contest
launched in 2012, almost 3,500 middle and high school teams from all 50 states
and the District of Columbia have submitted app concepts. The competition has
engaged more than 24,000 boys and girls in urban, suburban, and rural areas, including
many underserved communities. About half the winning students are female.

ProStart Request for Data
DATA
is essential in all education programs today and helps OSPI and you to advocate
for your program. The Washington Hospitality Association and National ProStart
collects and compiles data for you but they need your help. Washington State has the lowest percent
of completion. Although many states are nearly at 100%, so far only 21%
(7 of 34) Washington schools have completed their portion of data collection.
The
system will close on Tuesday, November 15. Extensions are not possible. If you don’t
submit information for your school, you will not meet the criteria for Confirmed
ProStart schools, which would result in lost opportunities and
resources. Please complete your data submission. Please contact

Family and Consumer Sciences Education
Have you ever wanted to learn how to operate a
serger? Would you like to participate in serger training and “borrow” a serger
to take back to your school until May. Attend a 3-hour workshop at Annual
conference and you will have an opportunity to take home a new serger to use in
your classroom until Spring. At that time, you can decide if your school would
like to purchase the serger, or return it. Serger skills need to be included in
all textiles courses and are part of the Precision Exam for textiles.

Graduation, Reality, and Dual-role Skills (GRADS)
In 2014, the
Washington State Department of Health and OSPI requested that the Washington
State Institute for Public Policy to conduct an outcome evaluation and
benefit-cost analysis of the GRADS program. (GRADS is a high school class for
pregnant and parenting teens.) In this
evaluation, we compare teen mothers that participated in GRADS to a group of
similar teen mothers from districts that did not offer the program.

Health Sciences Education
The National Health Science Standards are designed to provide the essential knowledge common across health professionals to prepare and increase the number of students that are college and career ready.
These are Sample Guidelines for Developing a Secondary School Sports Medicine Course Outline from the National Athletic Trainers' Association (NATA).
By accessing the course Outline, NATA members agree to use it appropriately and within applicable state laws regarding athletic training licensure and/or regulation. Improper use of the Outline, including without limitation, allowing students or other unlicensed or unqualified individuals to perform functions of a medical professional, or to otherwise engage in the practice of athletic training, are a violation of the relevant state practice act, the NATA Official Statement on Proper Supervision for Secondary School Student Aides, as well at the NATA Code of Ethics Principles 2.2 and 2.3
This guide is an outline/template for a secondary school sports
medicine course. It provides a list of ideas that are approved by the NATA Secondary School Athletic Trainers’
Committee (SSATC) that an individual may pick and choose from. Athletic
trainers who utilize this template to teach a sports medicine courses
must review their state practice acts to ensure their final curriculum does not
violate state rules or regulations.
The relevant rules and regulations for Athletic Trainers in the
State of Washington are found at WAC 246-916 and RCW18.250.
When you are updating your course applications and frameworks, note the Health and Physical Education K-12 Learning Standards have been adopted for Washington schools on March 31, 2016.
The Health and
Physical Education K–12 Learning Standards describe what each student should
know and be able to do at each grade from kindergarten through 8th grade and in
high school, in Health Education and Physical Education classrooms across
Washington.
Schools are advised to work with their district planning
teams to develop a phase-in plan during the 2016–17 school year and an implementation
plan starting with the 2017–18 school year.
