The National Committee to Abolish the Poll Tax (NCAPT) was an organization founded in 1941 to seeking an end to the poll tax in the Southern United States.
Poll taxes became a tool of disenfranchisement in the South during Jim Crow, following the end of Reconstruction. During Reconstruction - the period that followed the end of slavery - many African Americans were elected to office. Although the right to vote was extended to all races by the enactment of the Fifteenth Amendment to the United States Constitution, a number of states enacted poll tax laws as a device for restricting voting rights. Along with unfairly implemented literacy tests and extra-legal intimidation, such as the Ku Klux Klan, Black voters were disproportionately disenfranchised.
In 1942, Lottie Polk Gaffney, along with four other women, unsuccessfully sued the South Carolina Cherokee County Registration Board with the help of the NAACP. Gaffney sued for her right to vote after having been stopped from registering to vote two years earlier. As a result of her suing the county the mailman did not deliver her mail for quite some time.
Building coalitions with major civil rights organizations, such as the National Association for the Advancement of Colored People (NAACP), the National Association of Colored Women, the National Council of Negro Women, and the National Negro Congress and others, the NCAPT focused on federal protections rather than trying to achieve state action. The U.S. Supreme Court did not bar states from requiring a poll tax to vote.
Repeated introduction of legislation in 1943, 1945, 1947, and 1948 was only partially successful - waiving the poll tax payment on the absentee ballots of soldiers. Failing to change the requirement for most Southern voters, it did set precedent that federal action was possible. Voting restrictions were not fully overturned until Congressed passed the Voting Rights Act of 1965.

Individuals, family members and caregivers grappling with Alzheimer’s Disease and other dementias are invited to attend the free 2024 Pierce County Alzheimer’s Disease Conference.

Where: Rainier View Christian Church -12305 Spanaway Loop Road South, Tacoma, WA 98444.
Doors open at 8 a.m. for participants to check in and visit vendor resource tables, with the program running from 8:45 a.m. – 3:15 p.m.
The theme of this year’s conference is “Unraveling Dementia: Exploring the Mind and the Person Within.” The focus is to provide comprehensive understanding of the difficult changes experienced by those who live with dementia in their daily lives. This conference is free and open to the public, but attendees must register in advance online. Caregivers and professionals planning to stay for the entire conference can request four hours of Continuing Education (CE) credits.
Conference attendees will hear from acclaimed author and keynote speaker, Laura Wayman, also known as the “Dementia Whisperer.” Wayman will take guests on a journey inside the mind of someone experiencing symptoms of dementia and lay out a roadmap for family members to better connect, engage and communicate with loved ones suffering from dementia. Local author and dementia caregiver survivor Tracy Cram Perkins will present “Balancing Care with Peace of Mind,” providing the audience with coping mechanisms developed through her own journey of care. The conference will also feature presentations and panels on caregiver self-care, veterans aid, elder law and Medicaid. Alzheimer’s disease and other dementias can cause cognitive impairment including memory loss, frequently repeating the same questions or stories, not recognizing familiar people and places, having trouble exercising judgment, changes in mood or behavior, wandering and difficulty carrying out tasks, such as dressing properly or keeping track of monthly bills. The information provided at the 2024 Pierce County Alzheimer’s Conference will apply to all forms of dementia including Alzheimer’s Disease.

Tacoma/Pierce County Habitat for Humanity (Tacoma Habitat) is providing FREE Homeowner Orientation Sessions for those interested in exploring affordable homeownership in Pierce County. Through Tacoma Habitat’s Homebuyer Program, Pierce County residents can own an affordable home through an innovative restricted resale/land lease model. This program aims to boost financial stability, increase security and self-reliance, and build wealth for eligible participants. "Incomes are not keeping pace with housing prices. That's why it's a great time to become a Habitat homebuyer." said Maureen Fife, CEO of Tacoma Habitat. "If you're ready to make your homeownership dreams come true, we are ready and excited to work with you!"
To qualify for the program, individuals must have: household income of at least $60,000 per year and not to exceed 80% of the Area Median Income, a credit score of 620 or higher, and a willingness to attend homebuyer preparation classes. Income can include sources such as child support, disability benefits, and Supplemental Security Income (SSI).
For those who are not quite mortgage-ready, Tacoma Habitat offers free HUD-approved Housing Counseling to help prepare for homeownership with expert guidance and support.
