2023 Legislative Update Week 10

The 2023 legislative session in Olympia is underway both in-person and remotely.

With House of Origin cutoff last week, many bills have been put down this year. For those still alive, the committee hearing/pubic testimony process begins again but this time in the opposite chamber, so it is still important to express your concerns for the bills still being considered.

Effect: Modifies the membership of the Clemency and Pardons Board (CPB). Establishes
a process for qualifying persons to petition the CPB for conditional commutations. It also requires the
CPB to recommend to the Governor that conditional commutations be granted in certain
circumstances. Will authorize the Department of Corrections (DOC) to supervise persons granted
conditional commutations. Expands the eligibility criteria and modifies electronic monitoring
requirements for persons granted extraordinary medical placement by the DOC
