Notice of Funding Opportunity — Flood Response: County Risk and Needs Assessment Grant

The Washington Military Department, Emergency Management Division, is pleased to publish the official Notice of Funding Opportunity (NOFO) for the Flood Response: County Risk and Needs Assessment Grant Program (CRNA). This state-funded initiative is associated with the December 2025 severe weather and flooding events identified under Emergency Proclamation 25-07.2.

Using the blue buttons below, you will find the Full NOFO, a blank application form, the grading criteria which will be used to assess applications, and the legislation passed that provides for this grant. Once you have reviewed the eligibility requirements within the NOFO and the grading criteria, please submit a completed application form to hma@mil.wa.gov by 5:00pm on July 17, 2026. Please note that applications do NOT need a completed Assessment Criteria sheet; this is meant to give a broad idea of how applications will be assessed.
