Subrecipient Application Process

We are pleased to share important information regarding the upcoming project solicitation process for subrecipients under the DHS/FEMA 2026 FIFA World Cup Grant Program (FWCGP). As we prepare for this historic event, our goal is to provide you with timely information while ensuring the application process is clear, accessible, and supportive of your vital role in World Cup safety and security.
Application Timeline

State application submission: FEMA’s due date is December 5th. We are developing a flexible investment justification and project plan to accommodate a wide range of subrecipient proposals. The only entities that can apply for this grant at this time are the State Administrative Agency and SeattleFWC26 (Seattle Host Committee) — we will be requesting the full allotment allocated by the federal government to Washington state.

Subrecipient application period: We anticipate opening the subrecipient application period in January 2026, with a minimum of 30 calendar days for you to complete and submit your applications. We are committed to giving you adequate time to develop strong proposals that reflect your agency's critical role in World Cup security and preparedness.
What to Expect
The application process will be straightforward and streamlined. Our team is dedicated to ensuring that you have the guidance, resources, and support needed to submit successful applications. More detailed information—including application requirements, submission procedures, and available technical assistance—will be shared with you in advance of the opening and throughout the application period.
Eligibility Focus
All proposed projects must have a direct safety and security nexus to the FIFA World Cup 2026 and must be approved by SeattleFWC26 (Seattle Host Committee). We encourage you to begin thinking about how your organization's capabilities and needs align with protecting players, staff, attendees, venues, and critical infrastructure during this series of high-profile events.
Additional Funding
In the coming weeks, EMD will share details on other opportunities to submit projects through the State Legislature appropriated funding for World Cup activities and the DHS/FEMA Countering-Unmanned Aircraft Systems (C-UAS) grant program.
