Level 3 Sex Offender Notification
A community meeting will be held on April 19, at 7pm at the Lynnwood Courtroom located at 19321 44th Ave W, Lynnwood

LYNNWOOD, WA (April 12, 2016) –  The Lynnwood Police Department is releasing the following information pursuant to RCW 4.24.550 and the Washington State Supreme Court Decision in State v. Ward, which authorizes law enforcement agencies to inform the public of a sex offenders release. When, in the discretion of the agency, the release of information will enhance public safety and protection. The individual who appears on this notification has been convicted of a sex offense that requires registration with the Sheriff’s office in the county of their residence. Further, their previous criminal history places them in a classification level, which reflects the potential to re-offend. The sex offender has served the sentence imposed on him by the courts and has advised the Snohomish County Sheriff’s Office and the Lynnwood Police Department that he/she will be living in the below listed location. HE/SHE IS NOT WANTED BY THE POLICE AT THIS TIME. THIS NOTIFICATION IS NOT INTENDED TO INCREASE FEAR; RATHER, IT IS OUR BELIEF THAT AN INFORMED PUBLIC IS A SAFER PUBLIC.

The Snohomish County Sheriff’s Office and the Lynnwood Police Department has no legal authority to direct where a sex offender may or may not live. Unless court ordered restrictions exist, this offender is constitutionally free to live wherever he/she chooses.

Sex offenders have always lived in our communities; but it was not until passage of the Community Protection Act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living.

In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders derive their power through secrecy.

According to official documents, on 7/2002 RYAN J RAY (age 17) sexually assaulted an unknown 10 year old female.  While at her apartment complex swimming pool RAY approached her and asked how old she was. RAY offered the victim money for oral sex. RAY complimented her on her breasts then grabbed her breasts and buttocks as she tried to get out of the pool. She reported the assault to an adult. Police arrived and arrested RAY near the apartment complex. Sentenced to 18 months confinement.

On 8/13/2007 RAY (age22) approached an unknown 57 year old female at the public train platform and told her she was beautiful. RAY then asked the victim if she wanted to have sex. The victim replied "no". RAY then asked if he could touch her breasts. The victim again replied "no". RAY reached out and touched her breasts. RAY then exposed himself to the victim. The female walked away and stood by a group of people at the train platform.

While waiting for the train the female watched RAY approach a younger female. The victim told a male standing next to her what had happened. That male chased RAY from the train platform.

On 8/15/2007 Police learned of another incident where a male approached a female victim at the train platform and asked her for sex.

On 9/10/2007 RAY approached an unknown female at the transit platform as she waited for the train. RAY asked the victim for a cigarette and then asked if she smoked pot. Ray then made a comment about her body and described his private parts to the victim. The victim told RAY to leave her alone and attempted to move away but he continued to follow her. The victim from the 8/15/2007 incident recognized RAY and had the female he was currently harassing stand by her. The earlier victim called 911 and RAY was apprehended. Sentenced to 14 months incarceration.

Ray had attended Sexual Deviancy treatment from 2008-2010 but was terminated from the program for drug related violations.

Ray is not currently on WA DOC Supervision. His only requirement is to Register as a Sex Offender.
