Re:        Informal Meeting Regarding Vendor and Educational Samples

LCB opened rule inquiry on March 1, 2023, to explore whether changes should be made to WAC 314-55-096 concerning vendor and educational samples. As the LCB begins that process, we want to start off with an informal session with industry members to gain a better understanding of the following:

  • How do the current sampling regulations impact producers, processors, and retailers?
  • Setting the current regulations aside, what are the primary interests of licensees when it comes to samples, either providing or receiving?
  • From a licensee perspective, what is the most significant barrier to a successful sampling program within the current regulatory framework?
  • Are there any impacts or implications for marginalized or underrepresented communities relating to educational or vendor sampling regulations?

As part of this dialogue, we would also like to share the interests of the state as it pertains to cannabis sampling, in hopes we may find some common perspectives to build upon.

We are planning on a one- to two-hour session on March 22, 2023, from 1:30pm to 3:30pm. This session will be held in-person at the LCB headquarters building in Olympia. The address is 1025 Union Ave SE, Olympia, WA 98504. The meeting will be held in our first-floor conference room. We are scheduling the meeting for two hours but depending on the number of attendees and depth of conversation, the meeting may not go the full two hours.

Space is limited in the room, so we also will have a virtual listening only option available via Teams. Virtual participants will not be able to engage with the group, as cameras, reactions, and chat features will not be available for online listeners. However, written comments will be accepted after the session concludes.

Those interested in participating in the work session must register by emailing tierney.hamilton@lcb.wa.gov and providing information to all the following, by 5 pm March 20, 2023:
