Dear licensees and stakeholders,

The Washington State Liquor and Cannabis Board (WSLCB) has selected Slalom, nationally recognized for its systems transformation work, as the contracted partner for the Systems Modernization Project (SMP). SMP is going to implement a new application to replace WSLCB’s aging, legacy licensing and enforcement technology systems, as well as updating the agency’s business processes and operations.

Slalom has sites in 35 cities and has an impressive and relevant track record, including successful projects for other agencies in Washington State. Slalom will be the “integrator” for the Salesforce application. This means Slalom will configure the Salesforce Commercial Off the Shelf (COTS) solution to meet the agency’s specific needs. The anticipated “go live” date for the project’s new system is Fall 2021.

Why this is necessary

The state legislature authorized the agency to replace its existing licensing and enforcement systems. Several of the agency’s crucial systems have reached the end of their lifespans and their functionality is limited.  In addition, other systems can’t be integrated with existing systems, which requires significant work including manual double entry, leading to delays in important functions such as issuing licenses.

Project goals and outcomes

One of WSLCB’s top goals is to simplify the agency’s electronic systems and make them less complex, for both employees and customers, by analyzing and streamlining processes and utilizing new technology. By replacing the aging systems, the WSLCB will also be able to increase self-service capabilities, automate processes where possible, and increase transparency for customers. Licensees and the public will experience better access to data they need. Upgrading the systems also significantly reduces the risks related to data security, data integrity, and the potential failure of existing systems.

Next steps The project is underway, with many staff hours already dedicated to analyzing and defining the agency’s business processes and needs. Securing a contract with Slalom represents a significant project milestone. The agency will be reaching out to licensees and other stakeholders throughout the project with updates, and eventually demonstrations and testing. If you have questions, please contact the SMP project team at SMP@lcb.wa.gov.

Sincerely,

Megan Duffy
