Notice of Pre-proposal Statement of Inquiry (WSR #19-15-074)

The Washington State Liquor and Cannabis Board has filed a pre-proposal statement of inquiry (CR 101) to consider creating a new section of rule in chapter 314-55 WAC that will establish a voluntary compliance program for marijuana licensees consistent with the mandates of Engrossed Senate Substitute Bill (ESSB) 5318 (Chapter 394, Laws of 2019). Rule language is not offered at this stage of the process.

The Liquor and Cannabis Board encourages your input on the subject of this new section of rule. Following the comment period, the agency will distribute and publish proposed rules, establish a comment period consistent with chapter 34.05 RCW on the proposed rules, and hold a public hearing before the rules are adopted.

Public Comment
Please forward your initial comments to the Liquor and Cannabis Board by mail, email, or fax by October 4, 2019. The CR-102 with proposed rule amendments is anticipated to be filed on or after January 22, 2020, following collaborative rule development.
