March 1 reporting confirms the 2x6 permit review model met timeline standards
PORT ORCHARD, Wash. — Kitsap County’s Department of Community Development has completed its March 1 statutory reporting on permit review timelines. As part of that analysis, the department also evaluated performance data for projects processed under the new PREP 2x6 review model.
The March 1 report confirmed all projects that progressed through the new 2x6 model met established review timeline standards.
The 2x6 model was implemented as part of the county’s broader Permit Review Efficiency Plan, or PREP. The model establishes defined review cycles with coordinated, cross-disciplinary feedback, replacing more variable review patterns with a structured, timeline-based framework. The goal is to increase predictability, improve accountability, and provide clearer expectations for applicants.
“The March 1 report provides an important opportunity to assess our performance against statutory requirements,” said Rafe Wysham, director of the Department of Community Development. “The data shows the 2x6 structure is meeting its timeline commitments and operating as intended. At the same time, we remain committed to continuous improvement across all permit types and to ongoing performance monitoring to ensure consistent, reliable service delivery.”
In addition to the 2x6 model, PREP includes the PREP Report Map, intake checklists, and standardized submittal requirements. These improvements are designed to increase transparency, reduce avoidable processing delays, and improve overall review efficiency.
