Sewer Utility development service fee schedules updated for 2026
PORT ORCHARD, Wash. – Kitsap County Public Works Sewer Utility will implement new fee schedules for development services beginning January 1, 2026.
The Sewer Utility has maintained consistent fees for development services without adjustment since their creation in 1996. These fees cover plan review efforts, development inspections, side sewer installations, and other related services for new and redevelopment projects. The new fee adjustments will help recover the cost of labor and equipment and the revenue deficit currently covered by monthly utility funds.
The fee schedules also include plan review support services to the Department of Community Development (DCD), which were not previously compensated. Public Works and the Department of Community Development worked collaboratively to review and incorporate the fees into a new fee guide, designed to increase transparency of all fees associated with sewer permit applications.
These adjustments have been made to provide relief on the sewer utility rate payers of Kitsap County and ensure that developments cover the cost of their project needs. View the full fee resolution and schedules passed by the Kitsap County Board of Commissioners for more details.
About the Sewer Utility Division
Kitsap County Public Works – Sewer Utility Division operates four wastewater treatment plants and maintains 64 pump stations, 170 miles of gravity pipe, 48 miles of force mains and 3,775 manholes in Kitsap County. The Kitsap County sewer system has four basins, each with a treatment plant and a corresponding collection system: Central Kitsap, Manchester, Suquamish, and Kingston. The Sewer Utility processes over 4 million gallons of wastewater per day from over 12,000 customers.
