Upcoming Senior Citizen & Disabled Persons Exemption Changes for 2024
SHB 1355 was passed during the 2023 legislative session and as a result changes the maximum qualifying income limits for the Senior Citizen and Disabled Persons exemption. Up to this point, the household income limit to qualify for the program in Kitsap was $48,574, however starting in 2024 the income limit will be revised to $65,000 for Kitsap residents. All other qualifying requirements will remain in place.
What should you do? If you are currently on the program, you will not need to do anything, however, if you believe you may qualify for this exemption, check the Assessor’s website for updates, as more information will become available in January 2024. If you apply, you will need to provide copies of your 2023 income documentation.
Did you know that you can now apply for the Senior & Disabled Persons exemption online? In fact, the online application is the preferred method when applying, as it is easier for the applicant. There is no need to drive to our office or mail paperwork. The application can be submitted from the comfort of your own home. By applying online, staff is able to expedite the review of your application and get your exemption applied faster if you qualify. To learn more go to: kcowa.us/taxrelief

Have you ever wondered how property taxes are determined?
The elected board members of each tax district hold a public meeting every fall to discuss and pass their next year’s budget. Regular taxing districts, such as the county, cities, fire districts, ports, and libraries, may increase their budget each year by 1% without voter approval by passing a resolution or ordinance authorizing an increase. Each tax district submits their budget, resolution and/or ordinance to the county by November 30th each year. In December, the Assessor’s Office uses this information to determine the legal amount each district may collect.
For regular taxing districts, there are four calculations to check for each district. The lowest of the four calculations is the budget amount that will be levied on their behalf. The allowable budget amount is divided by the total assessed value of the tax district area which determines the levy rate needed to equal the budget. The Assessor’s Office completes the calculation process in January by extending the levy rates for all tax district levies to the properties within the boundaries of each tax district. The various tax district rates are applied to the assessed value of each taxable property (rate x value /1000). This determines the property tax amount for an individual property. The tax statements based on these calculations are sent by the Treasurer’s Office in mid-February.
