Physical Inspections
Did you know that Washington State law (RCW 84.41.030) requires the Assessor’s Office to physically inspect all parcels within the county at least once every six years? You might be asking yourself why? As property characteristics change, they may impact the overall value of a property and the Assessor’s Office must continually update the data on record for each parcel to accurately determine value. Imagine this, you buy a home with a spectacular view, however over the course of 4-5 years that view slowly disappears, because the trees in front of your home have grown taller and now block that view. Do you think that would impact your value and potential marketability? Potential buyers usually are willing to pay a bit more for a home that is in stellar condition, clean and well-kept. Would you be willing to pay the same amount for an identical home next door in poor condition, not maintained and has several deferred maintenance issues? Probably not. This is why the physical inspection process occurs.
The Kitsap County Assessor’s Office has on staff 13 appraisers and these professionals are tasked with maintaining data on each parcel’s physical characteristics as well as determining the value of every taxable parcel in the county each year. Physical inspections will begin in the Poulsbo area by the beginning of October and will conclude in April 2024. Any changes to a property’s characteristics and value will be reflected on the Notice of Value that will be mailed next summer, June 2024. Those values will be used when calculating 2025 property taxes.

Our Appraisers
Did you know that appraisers from the Assessor’s Office drive their own personal vehicles rather than the standard county white vehicle when they are out in the field? Their vehicles are marked with county logos and identification as being the “Assessor’s Office”.
Assessor Office appraisers will have identifying characteristics, either highly visible vests or jackets, county issued identification, business cards and a variety of tools from measuring tapes, to tablets or paperwork with them. If an appraiser from the office comes to your door, they will be professional and identify who they are and why they are there. It is their opportunity to validate that your property characteristics match what is on record. Please ask them any questions you may have. If necessary, they may need to walk around the property to verify the information on record. It is not a standard practice for staff to need or want to come into your home.
New Construction Notifications to be Mailed
If you have been building a new structure or improved an existing one this year, you may be receiving a Change of Value notice arriving around October 6th. This new value will include any improvements to the parcel as of July 31, 2023. If you disagree with this new value, you should contact our office and ask to speak with an appraiser so they can review the data on record, however you still reserve the right to appeal that value to the Board of Equalization as long as you submit your appeal by December 8, 2023. Housing Market Update
Through August 2023, the Kitsap housing market has remained stable. In 2022, the average sales price of a single-family residence (SFR) throughout the county was $658,536. Through August 2023 the average sales price was $657,295, or .19% below all of 2022. The Chart below is through July 2023.
