Good Afternoon,

I am pleased to announce that the Olympic Workforce Development Council (OWDC) Executive Committee has selected the new OWDC Director. Please help me in welcoming Mr. William Dowling. Mr. Dowling has an exceptional background with over 23 years of experience working in the Workforce and Economic  Development arena.  He is a recognized and accomplished leader as well as a trainer and facilitator with a proven track record of success in creative program implementation. He is the current Director of Employment and Training for the Colorado Department of Labor and Employment where he is responsible for the programmatic and fiscal management of Colorado's Workforce Development system where he has been since 2012. Prior to that, he has held positions as WIOA Case Manager, WorkSource Center Manager and Workforce Board Director. He is a certified Workforce Development Professional and the current co-chair of the Executive Committee of the National Association of Workforce Development Professionals. In his current position he established workforce projects to increase internships for youth and apprenticeship programs. He also has very high marks in working with the Native American and historically under-served populations in Colorado which will benefit our area as well. We are excited for the opportunity to bring in someone that will lead the Workforce Development system in Kitsap, Jefferson and Clallam Counties to new heights with state of the art strategies. 

I would like to thank OWDC Executive Board members Jessica Barr and Monica Blackwood for joining me in the candidate reviews and sitting on the interview panel, and thank you to Doug Washburn for staffing the process. I would also like to offer my deep appreciation to Alissa Durkin for the outstanding job she has done in the Acting Director position during the recruitment process. She has been doing the work of two positions and excelled in every aspect of each.

Mr. Dowling’s first day will be Monday, December 6.
