KITSAP COUNTY SHORELINE MASTER PROGRAM APPROVED BY STATE DEPT. OF ECOLOGY & GOES INTO EFFECT OCTOBER 6, 2021

Kitsap County recently completed a periodic review of its Shoreline Master Program, as required once every eight years by state law. The Shoreline Master Program guides the development, conservation, and restoration of Kitsap County’s shoreline. The purpose and scope of the 2020-2021 periodic review was to:

  • Ensure consistency of the Shoreline Master Program with applicable state laws and guidelines in effect at the time of the review;
  • Ensure consistency of the Shoreline Master Program with the County's comprehensive plan and development regulations; and
  • Provide clarifications to improve usability and predictability of the Shoreline Master Program for permit applicants and permit reviewers.

On June 28, 2021, the Kitsap County Board of Commissioners approved an ordinance locally adopting Kitsap County’s Shoreline Master Program, Title 22 Kitsap County Code, and amending provisions to ensure consistency to Titles 19 Critical Areas Ordinance and 21 Land Use & Development Procedures. The proposed amendments to Titles 19, 21, and 22 underwent careful review and public process through the Kitsap County Planning Commission and Kitsap County Board of Commissioners. Following local adoption, the Shoreline Master Program was forwarded to the Washington State Department of Ecology for review and final action in accordance with RCW 90.58.090 and WAC 173-26-120.

Effective Date

The Washington State Department of Ecology approved Kitsap County’s local amendments to Titles 19, 21, and 22 on September 23, 2021. The amendments go into effect fourteen (14) days following Ecology’s approval and will take effect on October 6, 2021.
