Proposed Amendments to the Kitsap County Shoreline Master Program are Available For Public Review

 

Kitsap County and Washington Department of Ecology are accepting comments on a periodic review of the County’s Shoreline Master Program (SMP) under RCW 90.58.080(4). The County has prepared draft SMP amendments to keep current with changes in state laws and rules, changes in other County plans and regulations, and provide clarifications to improve the usability and functionality of the SMP. Public comment will be accepted from February 2 to March 3, 2021, at 5:00 p.m

Kitsap County is proposing amendments to six key areas of the SMP, including:

  •  Consistency with state laws and rules
  •  Timeline to rebuild development
  •  Wetland buffers
  •  Decks and viewing platforms
  •  Shoreline tram provisions
  •  View blockage and building line definitions

Information about the amendments the County is proposing to each of the six key areas will be available on the Kitsap SMP Periodic Review Online Open House beginning on February 2. In addition to reviewing information on the online open house, the County also invites you to the following public engagement opportunities.

  •  Planning Commission Study Session #1: February 2, 2021, at 5:30 p.m.
  •  Planning Commission Study Session #2: February 16, 2021, at 5:30 p.m.
  •  February Monthly Project Update meeting and online open house refresh: February 18, 2021 at 5:30 p.m.

Next steps 

After the comment period, the County will respond to comments and recommend whether changes are needed. Public comments and County responses will be shared with Ecology, the Kitsap County Planning Commission, and the Board of County Commissioners. After local adoption by the Kitsap County Board of Commissioners, the SMP amendments will be formally submitted to Ecology for final action per WAC 173-26-104 and WAC 173-26-110. Ecology will review amendments for consistency with state laws and rules. Ecology may either approve the program as adopted locally or may recommend changes.
