The Kirkland City Council met on July 21, 2026. Here’s a brief overview of some of the items from the Business Agenda:

Council updated the Parks Rules in Chapter 11.80 of the Municipal Code.
- Council provided feedback on changes to Vehicle Parking and Impoundment Rules in Chapters 12.40 and 12.45 of the Municipal Code.
- Council gave direction to staff on the Home Business and Neighborhood Commercial Allowances Project.
- Council received an update regarding the City’s response to Federal Immigration Enforcement in Kirkland.
- Council provided direction to staff regarding code amendments related to detention centers in Kirkland.

The next City Council meeting is on Aug. 5, 2026. The Kirkland City Council Chambers will be undergoing planned major replacement and improvements to audiovisual and broadcast equipment. This work will occur in August due to vendor availability and, as a result, the Aug. 5, 2026 City Council meeting will be held in a hybrid format. Councilmembers will be participating virtually. While on-site attendance for the public will be available in City Hall in the Rose Hill Room, members of the public are strongly encouraged to participate virtually using the meeting information provided on the agenda. In response to community concern, the Kirkland Police Department is increasing its enforcement of unsafe riding behaviors and electric motorcycles that don’t meet Washington’s e-bike laws. Meanwhile, KPD and the City of Kirkland continue to do community education and outreach to make our streets, sidewalks, and trails safer for everyone. In a new video, Sgt. Hill shares what our officers are seeing and what parents and riders can do to help.
A key issue is the difference between electric bikes and electric motorcycles. Not every electric two-wheeled vehicle is an e-bike, and anyone who rides an electric motorcycle must have a valid driver’s license with a motorcycle endorsement. Additionally, the e-motorcycle must be registered and insured, and the rider must wear a Department of Transportation-approved helmet.
Summer temperatures can change quickly, and periods of high heat can increase the risk of heat-related illness. Whether you’re working outdoors, exercising, or spending time with family, it’s a good idea to keep these heat safety tips in mind.

Drink plenty of water, even if you don’t feel thirsty.

Take breaks in the shade or an air-conditioned space.

Wear lightweight, light-colored clothing.

Limit strenuous outdoor activity during the hottest part of the day, typically between 2 and 6 p.m.

Never leave children or pets in a parked vehicle, even with the windows open.
It’s also important to recognize the signs of heat-related illness. Heat exhaustion may include heavy sweating, dizziness, nausea, headache, and weakness. If left untreated, it can progress to heat stroke, a life-threatening emergency. Signs of heat stroke include hot, red skin, confusion, loss of consciousness, or a body temperature above 103°F. Call 911 immediately if you suspect someone is experiencing heat stroke.
Softball is taking over Kirkland once again! The Junior League Softball World Series is returning for the 26th year, starting with a welcome rally on Aug. 1. The family-friendly event will be held from 2 to 6 p.m. at Lee Johnson Field and feature the Parade of Champions, a live DJ and performances, celebrity game, free hot dogs, photo opportunities, and more.
Come celebrate with players, families, and fans from around the world as we welcome the talented young athletes competing for the world championship. The rally kicks off the week-long series, which will see 10 teams play for the title. Bring your community spirit!
After more than 20 years, the castle-themed playground at North Rose Hill Woodlands is nearing the end of its usable life. The City welcomes your ideas as we plan for its replacement! We’ve launched an online survey where you can share your feedback.
The castle playground has served the community for two decades thanks to the care of City staff and volunteers. It will remain open as long as possible, but some elements were fenced off in February 2026 for safety. Visitors should stay out of all fenced areas.

Wildfire smoke can affect air quality across our region with little warning, even when the nearest fire is miles away.
Smoke contains tiny particles that can irritate your eyes and lungs, making it harder to breathe. Children, older adults, pregnant people, and those with heart or lung conditions may be more sensitive to poor air quality.
If smoky conditions move into our area:
- Check the Air Quality Index (AQI) before spending extended time outdoors.
- Limit strenuous outdoor activity, especially when the air quality is poor.
- Keep windows and doors closed to keep clean air inside.

Set your vehicle’s fan or A/C to recirculate when driving through smoky areas.

Stay hydrated and take breaks indoors if you’re spending time outside.
If you experience coughing, shortness of breath, dizziness, chest pain, or difficulty breathing, move to cleaner air and seek medical attention if your symptoms are severe.

The Civil Service Commission ensures that police officers and firefighters are hired based on merit and disciplined/terminated for cause. The City is seeking applicants to fill two vacancies with terms ending Dec. 31, 2029 and Dec. 31, 2031.
The Commission meets the second Tuesday of the month at 4 p.m. at Kirkland City Hall. To qualify, you must be a registered voter in King County, have lived in Kirkland for two years prior to appointment, and be at least 18 years of age. Women, minorities, individuals with disabilities, LGBTQIA+ individuals, and veterans are encouraged to apply.

Houghton Beach remains closed this week based on test results that continue to indicate elevated bacteria levels. The beach has been closed since Tuesday, July 7, 2026. The beach will remain closed for at least one additional week until testing results meet the reopening criteria.
Water quality staff from the King County Water and Land Resources Division tested the water recently and found that the levels of bacteria exceeded safe thresholds for bacteria based on the samples collected. King County crews will return to the beach next week to collect further samples.
If your ice cream intake has increased this summer, you’re not alone. Nor are you the only one wondering how to properly dispose of your empty containers. Unfortunately, cardboard ice cream containers and tubs cannot be recycled. They have a wax or plastic lining, and leftover ice cream and food residue contaminate the cardboard. Please place these containers in the garbage.
