 The Kirkland City Council met on March 19, 2024, in a hybrid meeting. Here’s a brief overview of some of the items from the meeting:
- Council suspended exploration of a community pool ballot measure in 2024 and provided direction on potential interim uses of the Houghton Park and Ride while long-term plans are developed.
- Council assigned the name “Raven Way” to the private access road for Juanita High School.
- The Mayor Proclaimed March 17 – 23 National Safe Place Week in Kirkland. To read more, visit the City’s website.
Prior to the above business agenda, the Council held a Study Session consisting of a joint meeting with the Transportation Commission to discuss the Commission's 2-year Work Plan.
How to watch: Kirkland City Council meetings are streamed live and can be watched after the fact on the City of Kirkland Facebook page and the City YouTube channel, in addition to the livestream on the City website. Meetings are also televised on Comcast Cable Channel 21 and Ziply Cable Channel 31.

Northeast Recycling and Transfer Station
King County is collecting public comments on the Northeast Recycling and Transfer Station Draft Environmental Impact Statement (EIS) which contains studies of two potential site alternatives and a no-action alternative. They are accepting public comment on the Draft EIS until April 9, 2024 online.

Big changes are happening along the Juanita Drive Corridor as part of the City's efforts to improve safety, traffic flow, and access.
SCI Infrastructure, the City’s contractor, is preparing Juanita Drive this week for a series of ambitious efforts. SCI Infrastructure plans this week to begin removing trees and upgrading the 79th Way Northeast water main.
The contractor will replace 39 of the trees it is removing, in accordance with traffic standards and the Kirkland Municipal Code, which requires more space between the trees than existed previously.
Some trees obstruct drivers' line-of-sight. Others were planted too densely, which impaired the health of them and surrounding trees.
To protect the health of the surrounding trees and to preserve drivers' sight-distance, the City reduced the number of replacement trees.
SCI Infrastructure, Kirkland's contractor, currently plans to replace those trees by early 2025.
Other actions on this project include closing 79th Way NE, adding a new left turn lane at NE 120th St, establishing a buffered bicycle lane, and creating a continuous sidewalk.

Thirty people packed the room at Fire Station 22 for our free CPR/First Aid training last week! Kirkland Fire and Medic One Foundation teamed up to teach community members about how to:
- Perform CPR chest compressions
- Stop an injury from bleeding
- Prep a broken bone before help arrives

I-405 and NE 85th St Quarterly Update Meeting

Lake Street Pedestrian Scramble
Puget Sound Energy’s crews are continuing to work from 9 p.m. to 5 a.m. in various locations of the Lake Street and Kirkland Avenue intersection.
Power outages are planned, and affected customers are being notified.
A week after Puget Sound Energy completes its utility relocation, Kirkland’s contractor will begin the process of transforming the Lake Street and Kirkland Avenue intersection.
It plans to close down the intersection on April 1, or very soon, thereafter.
Kirkland staff continue to identify micro-solutions that will ease the burden of construction on the downtown merchants.

Main Street Closure
Main Street will be closed now through March 29 from the hours of 9 a.m. to 3 p.m. daily.
NE 87th Street will be closed for a water vault and waterline installation. Full closure of NE 87th Street is anticipated beginning Monday, March 18 until May for work performed by WSDOT’s contractor Graham. To ensure that there’s enough space for two lanes of traffic along the detour, the contractor will place 24/7 temporary “no parking” signs for the duration of the closure:
- South side of NE 88th St from 114th Ave NE to 116th Ave NE
- East side of 114th Ave NE from NE 87th St to NE 88th St

Juanita Drive
Kirkland’s Juanita Drive corridor improvements contractor is closing 79th Way Northeast’s intersection with Juanita Drive until March 26, while its crews upgrade a water main beneath 79th Way Northeast. Drivers should also expect intermittent lane-closures for the next year along Juanita Drive, between 79th Way Northeast and Northeast 133rd Place.

Fifth Avenue South and Eighth Street West
Kirkland's 5th Avenue South and 8th Street West water main contractor is alternating traffic until mid-April on 8th Street South and a short section of Railroad Avenue.
Strickland and Sons crews are working from 7 a.m. to 5:30 p.m., Monday through Thursday.

CERT (Community Emergency Response Training) is a hands-on training that teaches people how to prepare their homes and neighborhoods to respond to a disaster.
