We are planning new facilities in North Delridge on West Marginal Way Southwest. These new facilities reduce untreated stormwater and sewage overflows on rainy days. This will help keep pollution out of the Duwamish River and Elliott Bay. The new facilities include:
-
An underground storage tank: During heavy storms, the storage tank will hold extra water until the treatment plant is ready for it. After the storm, pipes will send the water to West Point Treatment Plant for treatment.
-
New pipes and support buildings: These will connect the storage tank to the regional sewer system. They will help everything work together.
Last year, we announced our proposed plan for these facilities. We also began design and environmental review.
Last fall, we met with project neighbors and community leaders in North Delridge. We asked for input to shape the look and feel of the planned facilities in their neighborhood. Thank you to everyone who participated and shared their feedback!
Project neighbors and community leaders shared that the design should celebrate the area’s natural and cultural history. Nearby parks like t̓uʔəlaltxʷ Village Park and Shoreline Habitat (pictured) connect people to the Duwamish River and its cultural history.
Who we heard from
We conducted a total of nine interviews. Participants included people who live, work, and travel through the area. Participants represented:
- Community-based organizations
- Indigenous community groups
- Industrial and commercial businesses
What we heard
- Design should celebrate the natural and cultural history of the area. It should reflect the Duwamish River, native habitats, and Indigenous history.
- Design should be sustainable. It should include solar panels, features to capture rain, and new trees. Plants should be native and help the facility blend into its surroundings.
- Design should avoid bare concrete and shouldn't look too industrial. Materials should feel warm and natural. Materials should be easy to maintain and last a long time.
- Facilities should look nice and help people learn. They should include public art, lighting, and informational signs. Fencing should allow people to see into the facility.
- Construction will impact people who work and own business in North Delridge. It will also impact people who drive on West Marginal Way Southwest.
How we will use this feedback
We know design aligns with what we heard in the following ways:
- Our design theme will reflect the natural and cultural history of the area.
- Landscaping will help the facility blend into the surrounding parks and neighborhoods. It will also include native plants.
- Materials will be easy to maintain and last a long time.
We will continue to incorporate what we heard, where possible, as design moves forward. We will also work to understand how the project may impact people who live, work, and travel through the area.
What's next
The project is currently in the design phase. As the project moves forward, we will continue to share regular project updates and provide opportunities for community feedback.
Construction could start as early as 2029 and last about five years. The facilities could begin operating as soon as 2034. As construction gets closer, we will share updates about what to expect and how we will stay in touch.
