Dear Contracted Provider,
Over the last several months, the Department of Community and Human Services (DCHS) has worked to strengthen financial stewardship and respond to recommendations made in the King County Auditor’s Office report released last summer. As a department, we are committed to supporting DCHS staff and contracted providers like you, so that you have the tools needed to succeed and deliver on our shared commitment to community. One critical area we are improving on is how we enforce Section 16/XVI of the Standard Terms and Conditions of DCHS contracts. This section requires contractors to request approval before engaging a subcontractor to do a portion of the services they are contracted with DCHS to deliver. Broadly, the terms state that:

Contractors must request DCHS’s approval to subcontract at least 15 days in advance of when the subcontract is to take effect; and

Specific King County Contract Terms and Conditions, including insurance requirements, need to be included in any subcontractor contract.
To standardize how you request DCHS’s review of a subcontract and how we document the review process and outcome, we are providing guidance and tools for your organization on our new Subcontractor Requirements Webpage. This includes instructions about what information to include in your request and subcontract, and guidance about what is and is not considered a Subcontractor.
Effective immediately, please work with your DCHS Contract Manager to seek approval to enter a new subcontract for any portion of the program activities outlined in your contract with DCHS. Please also prioritize responding to your DCHS Contract Manager if they request information about your current or planned subcontracts.
