After a briefing Tuesday on the response to historic December 2025 flooding, I was proud to lead the King County Flood Control District Board of Supervisors in approving legislation funding the emergency response and directing a comprehensive study of downstream impacts from water releases at Howard Hanson Dam.

The Board of Supervisors approved a $10 million package to address the money spent during the 2025 flood event and fund the urgent and emergent work necessary before the next flood event. In addition, the legislation directs the District’s Executive Director to examine impacts from dam operations during the December 2025 flood event, including rapid drawdowns, increases in the amount and duration of water releases, and potential strategies to mitigate downstream impacts in future flood events.
The December 2025 flood event was extraordinary and historic, impacting King County and much of the surrounding region. Thanks to decades of investments by the Flood Control District in flood protection infrastructure and the heroic emergency response by local, state, and federal officials, I am grateful that no lives were lost in King County. The King County Flood Control District will continue investing in flood protection to help save lives.
If you live in Enumclaw or unincorporated King County near Enumclaw, this may affect you.
What’s happening: The King County Boundary Review Board has completed its file for a proposed change to King County Drainage District 5 (DD5). DD5 is proposing to remove properties inside the City of Enumclaw from the Drainage District and transfer those drainage ditches and related assets to the City of Enumclaw. After the transfer:
- Properties inside Enumclaw city limits would no longer be part of DD5.
- DD5 would remain only in unincorporated King County.

On the effective date of transfer, the current Commissioners will no longer be qualified to serve, as none of the three Commissioners will have ownership of property within the boundaries of the Drainage District. If no new Commissioners are found, the Drainage District could face dissolution, and all services it previously provided would stop.

Important Deadline: Property owners or registered voters within the Drainage District who meet legal requirements (“parties with standing”) have until February 20, 2026, to formally request the Board review the proposal (this is called “invoking jurisdiction”).
If no valid request is filed, the Board will not review the matter, and the file will automatically close on February 23, 2026, allowing the proposal to proceed as submitted.
