Thank you for helping to shape design!
King County is taking on our largest combined sewer overflow project to date. It will reduce overflows from five outfalls at the mouth of the Duwamish River. In May 2025, we announced our plan for Mouth of Duwamish Wet Weather Facilities. This plan will help improve water quality in the Duwamish River and Elliott Bay. It includes:

A new wet weather treatment station in SODO

A new storage tank in West Seattle (Industrial District West)

A new outfall between SODO and Harbor Island

New pipes and support facilities
Between July 1 and August 31, 2025, we invited community members to complete a survey to help shape the look and feel of facilities in SODO. Thank you for taking our survey and sharing your input! Read on or explore our survey summary to learn what we heard and how we will use it.
What we heard

Design should show the history and importance of the Duwamish River. It should include cool colors like blue and green. It should also include materials with natural textures.

Design should be sustainable. It should include solar panels, rain gardens, and new trees. Plants should be native and support pollinators.

Facilities should also look nice and help people learn. They should include public art, lighting, and informational signs. Fencing should allow people to see into the facility.

Construction will impact people who work and own businesses in SODO. It will also impact people who live in SODO. Once built, facilities will impact people who live in SODO and people who use the Duwamish River.

People want more trees and green gathering spaces in SODO. People also want safer, improved sidewalks and paths around the facility.

What's next?
We will continue our work on early design and environmental review. We will also work on an engineering report that must be approved by the Washington State Department of Ecology. This work will continue between now and early 2026.
Community Sounding Board update
We confirmed the members of our Community Sounding Board (Sounding Board) in October. We held an open application earlier this year. We then selected 11 members. They showed understanding of SODO and nearby communities. They also represent diverse opinions and life experiences.
The Sounding Board is helping to shape the design of facilities in SODO. It will help us learn about neighborhood character and local priorities. It will also help shape design features like landscaping, building materials, and colors.
We have already met with the Sounding Board twice. The remaining meetings are on November 12 and December 2, 2025. Learn more about the Sounding Board and review meeting materials.
