A Message from our Project Team

Care & Closure has served as King County’s plan for youth healing, accountability, and community safety. The plan has developed a set of recommendations to expand community-based alternatives to secure youth detention with an ultimate goal of eventually closing the current facility at the Patricia H. Clark Children and Family Justice Center. Although closure is unlikely during the current administration’s short tenure, King County Executive Shannon Braddock has committed to advancing the Advisory Committee recommendations, improving conditions for youth currently in detention, and centering Care First. This newsletter will continue to provide project updates, information on youth legal system transformation, and youth-focused community events to keep you informed as we transition into the implementation phase of this work. 

Care First Team in Community

The Center for Children & Youth Justice held their 4th Annual LINC Conference on September 26 at Green River College in Auburn, WA. The conference hosted experts from across the state presenting on youth justice related topics, from education to building resilience. It was an opportunity for system stakeholders, community-based organizations, and community members to learn about services, programs, and trainings aimed at best supporting youth impacted by community violence and the youth legal system. 

The Care First team facilitated a listening session with twenty-five youth and young adults. Participants ranged from 13 to 24 years old, and the majority expressed that they had either been in detention or knew someone who had. Youth were introduced to the proposed alternatives to detention and asked for their feedback, particularly on Community Care Homes (CCH). They discussed a range of topics, including programming that benefits youth, safety for youth in a CCH, and the need for humane treatment of youth regardless of their offense.   

The Team also gave a presentation to a group of system and community attendees on the transition from Care & Closure to Care First. The presentation included the Care First pillars: Connected Communities, Safety as Support, Restorative Accountability, and Foundations for Healing. The presentation discussed the Care & Closure recommendations, the harms of youth detention, and guiding principles for the network of CCH.

Community Care Home Pilot Work Continues

The Care First team, in partnership with Catalyze Justice, continues to develop an implementation plan for Care & Closure recommendation #4 (Network of Community Care Homes). Over the past few months, system and community partners have convened to advance this project in the Working Group and Co-design Group. 

The Working Group’s primary role is to support the development of policies and procedures to shape the pilot, guide program development, and support implementation planning. The Co-Design Group is helping to design program elements to ensure the pilot reflects the voices and needs of youth, families, and communities. Both groups consist of system and community partners with a wide range of expertise relevant to the project. We will be scheduling a few listening, design, and reflection sessions over the next few months. These sessions will be collaborative, discussion-based opportunities to shape key features for the pilot and identify programmatic priorities.  

We look forward to working alongside our community and system partners to create real change for our youth and their families. 

Advisory Committee Meetings Discontinued

The Care & Closure Advisory Committee’s primary objective was to develop an alternative response for youth detention that emphasizes healing, accountability, and community safety. With the support of our community and system partners, this committee has accomplished this objective by proposing a set of recommendations to replace youth detention. 

Since the primary objective has been accomplished, we want to shift our focus to implementation planning, particularly for recommendation #3 (Enhanced Immediate Supports) and #4 (Network of Community Care Homes). To maximize resources, we have decided to discontinue Care & Closure Advisory Committee functions, including the bi-monthly meetings. Instead, we hope you will join us in the current phase of this work, advancing those recommendations.

There will be vendors sharing information about health insurance, employment, social services, education, resource navigation, and much more. October 23, 2025: Civic Champions Youth Town Hall will be hosted by Build 2 Lead and Progress Pushers at the Family Life Center in Federal Way (32275 32nd Ave. S.). Leading candidates for King County Executive will discuss youth-related topics, including gun violence, education, workforce development, and more.
