Your Weekly Update on What's Happening at the King County Council  

Dear Friends and Neighbors,

Recovery can restore hope and transform lives. So often, an individual’s path to recovery from substance use is made possible by the direct actions of selfless members of our community who provide help, resources, and guidance to those in need.

A few years ago, I led my colleagues on the King County Council in creating the Recovery Champion Award to honor those in our community who inspire and support people on their journey to recovery. The award recognizes individuals or organizations within King County that have demonstrated exceptional dedication and passion in helping those with substance use disorders.

Councilmember Reagan Dunn addresses the 2025 Substance Use Recovery Conference

Over the years, we’ve had the privilege of celebrating several incredible champions in our community, including:

Brad Finegood — A Behavioral Health Strategic Advisor with Public Health – Seattle & King County, Brad has been a leading advocate for reducing the stigma surrounding substance use disorders, which can discourage people from seeking treatment.

Recovery Café and Executive Director David Coffey — Recovery Café provides a wide range of services that build a comprehensive network of recovery solutions, offering access to helplines, support groups, treatment programs, and overdose prevention throughout King County.

Ester Lucero, CEO of the Seattle Indian Health Board — Lucero has led efforts to combat the opioid crisis by spearheading the reopening of the Thunderbird Treatment Center on Vashon Island in 2025.

Next month is National Recovery Month, and we will celebrate our fourth awardee! If you know someone making a difference who might be deserving of this award, please nominate them by emailing me at Reagan.Dunn@KingCounty.gov.

Grant Opportunities

Behavioral Health Services in Rural King County Grants

The Behavioral Health Services in Rural King County Request for Proposals (RFP) is now open, with. The RFP seeks to fund organizations located in King County’s rural Community Service Areas (CSA). Eligible applicants must provide mental health or substance use services, including but not limited to prevention, treatment, recovery support, peer-based services, and care coordination with a goal of reducing geographic barriers to care. Funding comes from King County’s local MIDD behavioral health sales tax.

4Culture Launch Program

The Launch program is a brand new 4culture grant opportunity that will support new and emerging cultural and science organizations in King County. Organizations that are selected through the Launch program will receive three years of unrestricted general operating support and will also have access to capacity-building support services.

Re+ Seed Grants powered by NextCycle Washington

Applications are now open for the next round of Re+ Seed Grants, powered by NextCycle Washington. The grants provide funding and technical assistance for early-stage ideas that divert waste from landfills. Selected projects will be supported with up to $10,000 in funding along with access to mentors, consultants, and networking to support project execution and growth planning. King County’s Re+ Program will provide over $120,000 in funding for this program.

Review the application packet and apply now through the grant portal, and contact circulargrants@kingcounty.gov with any questions.
