Beginning as early as June 17, the Red Cedar Trailhead will close as King County’s contractor begins preparing the site for active construction. The contractor will start by removing trees and staging materials and equipment for the new pipeline work. No traffic impacts are expected from early work, but people should plan ahead for traffic impacts on Coal Creek Parkway SE this summer. We will update the community before traffic impacts occur.
What to expect:

Trailhead closure and detour: The Red Cedar Trailhead will close for approximately three years. Trail users can continue on the Coal Creek Trail by taking the detour at the south end of the work area (see map).

Access the Natural Area via other trailheads: Other trailheads in the area such as the Cinder Mine, Red Town, Newcastle YMCA, and Forest Drive trailheads are available for trail users.

Parking: Parking is available at Cinder Mine, Red Town, and Newcastle YMCA trailheads. Limited parking is available at the Forest Drive Trailhead and SE 60th St Trailhead.

Traffic: Truck turn lanes and temporary lane closures on Coal Creek Parkway SE as the contractor begins work. At least one lane of traffic will be maintained in each direction.

Tree removal: The contractor will remove some trees in the work area to stage materials and equipment. Remaining trees in the work area will be protected according to City of Bellevue standards. Trees outside of our work areas will not be removed. Once the work is complete, the contractor will restore work areas and begin planting new trees. For every tree removed, more than three trees will be planted.

Work hours: Permitted hours allow work outside the right-of-way Monday through Friday from 7am to 6pm and on Saturday from 9am to 6pm. No work on Sundays, holidays, or outside these hours. During tunneling, work at the trailhead is permitted to occur 24/7 each day, with noise restriction.

Noise: There will be typical construction noise near work areas.
 While the Red Cedar Trailhead is closed for construction, other trailheads in the area are available for trail users to access the Coal Creek Natural Area. Trail users will be detoured around the Red Cedar Trailhead work area via the Forest Drive Trailhead. Parking is available at the Cider Mine, Red Town, and Newcastle YMCA trailheads. Limited parking is available at the Forest Drive Trailhead and SE 60th St Trailhead.

King County knows that construction can cause disruptions to communities near the project. The Coal Creek project outreach team wants to hear from you and your community about how best to keep you informed during construction. Our pre-construction survey is live through June 30 and it takes approximately three to five minutes to complete. Participants may reply to questions in their preferred language. We are not collecting any personal identifying data, and all data entries are optional.

About this project
King County Wastewater Treatment Division's (WTD) Coal Creek Sewer Upgrade project is starting construction as early as this June. This multi-year project will modernize wastewater infrastructure to support growing communities in Bellevue and Newcastle.
The Red Cedar Trailhead will be an active construction site and will close for approximately three years. Construction at the trailhead was planned in advance, and WTD coordinated early with the City of Bellevue to build a trail detour in 2021 around the work area in partnership with the City of Bellevue’s Well-KEPT program, a summer youth employment program. Traffic impacts are expected on Coal Creek Parkway SE as the contractor moves materials and equipment into the work areas.
After the pipe work is completed, the contractor will restore the Coal Creek Natural Area to protect the creek, trails, and remaining infrastructure. The rebuilt Red Cedar Trailhead will retain the same look-and-feel while enhancing accessibility for visitors of all abilities.
