Dear Friends and Neighbors,
King County Council District 9 is a diverse district that spans from the shores of Lake Washington to the Cascade Mountains. As your elected representative of nearly 300,000 King County residents, one of my favorite parts of my job is highlighting and supporting the cultural work that our community members are doing in our neighborhoods.
I am pleased to announce that District 9 will be celebrating the 2025 Lunar New Year, the Year of the Snake, at multiple events throughout the district. This is due to the efforts and hard work of local non-profits in District 9.
I was thrilled to work with the Emerald Parents Association to help make the upcoming Lunar New Year celebration in Bellevue possible. Their hard work, partnered with support from King County District 9, Amazon, the Marketplace at Factoria, and T&T Supermarket, has helped to create what will be an incredible event on February 1st.

It’s not just Bellevue that will be celebrating the Lunar New Year. Please join me at Lunar New Year celebrations across District 9 as we welcome in the New Year with festivities, performances, and presentations by local community members and elected officials. We are strengthened through our diversity, and I will continue to represent all of our communities here at the King County Council.

Following input from the community and legislation I sponsored last year, the King County Roads Department has been hard at work looking for ways to manage traffic and improve safety along 140th Avenue SE and SE Petrovitsky Road in Fairwood. Our community in Fairwood has been extremely helpful in providing concerns to the Roads Department regarding speed, roadway layout, minor, severe, and fatal crashes, as well as local drivers who regularly disobey traffic safety laws.

In addition to calming measures introduced last year, such as radar speed signs and traffic light adjustments, King County Roads has announced that a number of additional measures are expected to be introduced in the coming days in Fairwood.
Speed limit reduction on 140th Avenue SE:
King County Roads has stated that its speed limit reduction study confirms that lowering the speed limit at this location would be effective.

Location: 140th Avenue SE, from SE 192nd Street to the Renton City Limits (SE 158th Street).

Details: The speed limit will be reduced from 40 mph to 35 mph.
New traffic-calming pylons:
King County Roads will install plastic posts (pylons) in the center turn lane at several locations along 140th Avenue SE, from SE Petrovitsky Road to just north of Fairwood Boulevard. These pylons will prevent drivers from using the center lane to pass slower traffic in the main travel lanes. Pylons will also be placed at multiple locations along the center of SE Petrovitsky Road (east of 151st Avenue SE) and west of 140th Avenue SE. The pylons will act as visual reminders to slow down.

One of the most important roles of the King County Council is to appoint new members to the Washington State Legislature in Olympia when vacancies occur. This past Tuesday, the King County Council made a number of appointments, including one in the 41st legislative district, which overlaps considerably with Council District 9.
While several candidates were considered, the Council ultimately chose Bellevue City Councilmember Janice Zahn to fill the 41st legislative district vacancy.
Janice immigrated from Hong Kong to the United States when she was 10 years old. She has both a Master’s in Structural Engineering and a Master’s in Public Administration from the University of Washington, and is the Chief Engineer for the Port of Seattle. In that role, she oversees the Port’s major public works construction and workforce programs, along with design, safety and surveying.

Janice brings her many years of transportation, infrastructure, emergency management and public policy experience to office. She served four years on the City of Bellevue Transportation Commission. She also served on several Transportation and Public Contracting committees at the State and National levels.
One of my goals as your Councilmember is to collaborate effectively with national, state, and local elected leaders of all political backgrounds to deliver the best results for you. I look forward to working with State Representative Zahn to improve the lives of our mutual constituents.
King County Conservation Futures Land Acquisition Grants
King County Conservation Futures land acquisition grants help government agencies and nonprofits buy land for urban greenspaces, natural areas, restoration sites, forests, community gardens, farms, and trails. They can also fund initial site stabilization costs such as demolition.
VSHSL Funding Opportunity: Short-Term Engagement Projects
The Veterans, Seniors, and Human Services Levy’s (VSHSL’s) Short-Term Engagement Projects funding opportunity seeks to fund entities to convene short-term community-building events and activities that provide social engagement opportunities for seniors and individuals from resilient communities in ways that meet their unique cultural needs. Organizations may apply for small short-term grants at set amounts of $5,000, $10,000, and $15,000.
