Technology Leader (IT Project Management Officer)

King County Metro Transit’s Finance and Administration Division is seeking a visionary people leader to become Metro’s first Technology Leader (IT Project Management Officer) to lead the prioritization and allocation of Metro’s resources for technology enhancements that align with Metro’s strategic goals. 

The Technology Leader plays a crucial role in the implementation of Metro’s IT Operating Model, which aims to support Metro’s business goals by providing secure, reliable, flexible, and cost-effective technology solutions that support continuous business improvement, are integrated with regional public transit initiatives, and deliver accurate and accessible data for a wide range of uses. The new IT Operating Model will combine the Transit Technology Operations group (TTO), the Transit Technology Project Management group (TTPM), and a future Product Manager group into a single organizational structure, managed by the Technology Leader, who directs, guides, mentors, develops, and manages the performance for multiple staff members and teams, and serves as an escalation point for staff.    This position chairs the Metro Technology Advisory Board (MTAB), the governing body made up of senior Metro leadership that will establish the IT investment management structure and processes for selecting, evaluating, controlling, and measuring Metro’s IT technology investments. This position also serves as a liaison to the King County Governance and Central Project Review Board (including elected officials), managing highly visible, multi-agency projects with significant financial and customer impacts.  

 With a strong focus on the customer experience and engagement, the Technology Leader will provide strategic guidance on the implementation of Metro’s IT Strategy and Roadmap; checking, adjusting, and recommending technology investments to meet the changing technology needs of the department. Typically, IT projects involve complex business issues with multiple dimensions, development and change to the enterprise infrastructure, integration of multiple enterprise information systems, integration of multiple lines of business, or the application of emerging technology to an existing line of business. The Technology Leader will need to be able to apply a broad scope of advanced technical and project management knowledge to oversee and direct the development of major information technology projects spanning multiple years and multiple information systems.

The ideal candidate will be an exceptional people leader, have extensive experience with technology for transit (or similar agencies) and organizational design, along with a strategic mindset to integrate systems and infrastructure.  Highly effective communication and collaboration skills are critical, as this role involves translating business strategies and intricate implementation plans to diverse audiences, and advising senior management partners on policies and initiatives.  The most competitive candidate will also be an advocate for equity and social justice, be comfortable engaging in candid conversations about race and equity in our work, and demonstrate the ability to persevere in a dynamic, sometimes ambiguous environment while ensuring customer needs remain at the forefront of all initiatives.


Recruitment Information: This recruitment will be used to fill one (1) career service IT Project Management Officer classification within the Finance and Administration Division and may be used to create an eligibility list for future career service vacancies that become available in this specific workgroup and classification. The list would be active for 12 months and used at the discretion of the hiring authority.
