King County's Business Resource Center (BRC) in the Department of Executive Services seeks a strong people, business, and technology leader to serve as the Manager for the Division’s Shared Services team. We have a need for a people leader and relationship builder who has a strong business and technical background maintaining and supporting the Oracle Enterprise Resource Planning (ERP) technologies for the County’s PeopleSoft, EBS and Oracle BI applications.
The Shared Services team provides:
- ERP production operations support
- Oracle ERP Database Administrative services
- Oracle ERP systems maintenance and database updates
- Management and maintenance of Oracle cloud infrastructure (OCI)
- Customer support
- Tier 2 help desk functions
- ERP application training
- Has experience, competence, and confidence as a people leader and can demonstrate a blend of leadership and technical skills to successfully lead and manage a team with a diverse set of responsibilities. These include both business and customer support staff and a highly skilled technical group of DBAs and system administrators who provide support services for the ERP applications.
- Has a background in supporting and implementing ERP applications and experience leading technical ERP projects such as hardware implementations and OCI migrations.
- Has the know how to manage through others; can adapt and lead their team through changing needs and priorities in their daily operations, strategic projects, system improvements and organizational change.
- Is adept at working across organizational boundaries and silos to accomplish objectives.
- Is a relationship builder who can demonstrate their experience building partnerships and maintaining positive, collaborative, and effective customer, peer, partner and vendor interactions and relationships.
- Can manage change effectively for self and others. Is adept at managing ambiguity and can manage and deal constructively with conflict and problems that don’t necessarily have clear solutions or outcomes.
- Has skills, abilities and experience negotiating and managing IT contracts, licenses, and scope of work for consultants and technology managed services providers.
- Has project management and strategic planning skills with the ability to evaluate strengths and weaknesses of various options and strategies.
- Has the resilience and ability to navigate and work in a demanding public sector environment.
- Is courageous and willing to take risks and who will work to strengthen and build new relationships to improve business outcomes.

- Lead and manage the day-to-day business and technical oversight of the Shared Services business and technical functions.
- Direct work, manage staff performance, coach and guide supervisors and hold self and people accountable.

- Support and foster a culture that encourages employee skills development, coaching and cohesive team building, and demonstrate it in daily interactions with peers, staff and customers.
- Develop strategies and systems that address and apply equity within the workplace and in the services provided to customers.
- Partner, collaborate and work confidently with BRC peers who manage the ERP applications.
- Partner, collaborate and work confidently with business owners, King County IT peers, and vendors to prioritize business and technology needs, identify strategic opportunities, develop recommendations for potential solutions and work force requirements.
- Direct the development and oversee the implementation of long and short-range work plans and staffing plans.
- Develop and implement plans for ERP systems maintenance including application, database, middleware, and security updates.
- Develop and implement plans for Oracle cloud infrastructure migration and updates.
- Own the strategic planning for Shared Services and participate in BRC strategic roadmap planning.
- Participate in planning and budgeting for application and infrastructure changes.
- Participate in, and support the management, maintenance, and negotiation of ERP product and infrastructure licensing.
- Apply Lean and/or IT Service Management Best Practices (ITIL).
- Work with Jira project management and issue tracking tools.
